This chapter shall be known and may be cited as the "Administrative Code (1998)" and is herein referred to as "the code" (1998 Code). This Code replaces the "Administrative Code (1970)."[1]

Power to award contracts and rules concerning competitive bidding are contained in N.J.S.A. 40A:11-1 et seq. Other enabling statutes pertaining to this administrative chapter are set forth, if necessary, within the applicable sections or subsections.
As used in this chapter, the following terms shall have the meanings indicated:
ADMINISTRATOR
The Business Administrator duly appointed pursuant to the Charter and Administrative Code or any Acting Administrator temporarily serving in place of the Business Administrator pursuant to the Charter or ordinance.
CHARTER or CITY CHARTER
Mayor-Council Plan A of Chapter 210 of New Jersey Laws of 1950, as amended and supplemented (N.J.S.A. 40:69A-31 et seq.); and any and all statutory provisions of the State of New Jersey as may be lawfully applicable to the City.
COUNCIL
The local legislative body of the City, constituted and elected pursuant to the Charter.
DIRECTOR
The administrative head of a department.
GOVERNING BODY
The City Council as constituted under the Charter.
