No mobile home, modular home or any other structure of any kind shall be moved into the City of Bridgeton for purposes of permanent location therein or temporary location therein for more than 24 hours without having obtained a moving permit from the City of Bridgeton Construction Official.

Prior to issuance of any moving permit under this article, the Construction Official shall ascertain that the structure is either new or not previously occupied being sold by either a dealer or manufacturer, or shall ascertain, by personal inspection, that the mobile home, modular home or structure meets all of the requirements of New Jersey Uniform Construction Code, the Federal Manufactured Home Construction and Safety Standards (N.J.A.C. 5:23 et seq.) and the ordinances of the City of Bridgeton. The Construction Official shall also ascertain that the mobile home or modular home, irrespective of whether new or used, contains the certification of the New Jersey Department of Community Affairs as meeting the code requirements. After making the determination required in this section, the Construction Official shall issue a moving permit, the cost of which shall be as provided in Chapter 149, Fees, Article II, Schedule of Fees.
For all personal inspections provided for under § 126-9 hereof, of any structure, that shall be physically entering the jurisdiction of the City of Bridgeton, the cost of such inspection shall be borne by the applicant for a moving permit at rate provided in Chapter 149, Fees, Article II, Schedule of Fees.
No permit shall be issued under this article unless it is determined by the Construction Official that the applicant therefor has a permanent location for the mobile home, modular home or structure in the City of Bridgeton on which said unit can be installed in full compliance with all applicable federal, state and local regulations and has all permits required thereto.
The permit required under this article shall not be required for the movement of a mobile home, modular home or other structure through the City of Bridgeton on a purely transient basis, outside the City on the state highways or county roads within the City, so long as such unit does not remain for more than 24 hours in the City of Bridgeton.
Violations of any provision of this article shall be punishable as provided in Chapter 1, Article III, General Penalty. Each day during which a violation takes place may be deemed a separate violation.
