The governing body does hereby declare the following principles to constitute the personnel policy of the Township of Maple Shade:
A. 
The New Jersey State Civil Service Law and the New Jersey Civil Service Commission rules of the State of New Jersey as applicable to municipalities, which have been adopted by the Township.

B. 
The Township Council of the Township of Maple Shade adopts the Employee Handbook, which includes information regarding various aspects of employment with the Township. To the extent the provisions of the Employee Handbook conflict with this chapter, the provisions of the Employee Handbook shall control, including, but not limited to, the provisions contained within the Notice to All Employees; provided further that to the extent that the Employee Handbook conflicts with the provisions of any law, civil service regulations or collective bargaining agreement to which the Township is party, the provisions of the latter shall apply. A copy of the Employee Handbook is available in the Township Clerk’s office.

C. 
Employment in the Township government shall be based on merit and fitness and shall be free of personal and political considerations.
D. 
Just and equitable incentives and conditions shall be established and maintained in order to promote efficiency and economy in the operation of the Township government.
E. 
Positions with similar duties and responsibilities shall be classified and compensated on a uniform basis.
F. 
Appointments, promotions and other personnel actions requiring the application of the merit principle shall be based on systematic tests and evaluations of knowledge and performance.
G. 
Every effort shall be made to stimulate high morale by fair administration of this chapter and by consideration of the rights and interests of employees, consistent with the best interest of the public and the Township.
H. 
Continuity of employment shall be subject to good behavior, satisfactory performance of work, necessity for the performance of work and availability of funds.
I. 
It is the policy of the governing body of the Township of Maple Shade that every employee at all times be treated fairly, courteously and with respect. Conversely, each employee is expected to accord the same treatment to his or her associates, supervisors, the governing body and to the public.
J. 
Every employee of this municipality shall always conduct himself or herself in a proper manner and in such a way as not to reflect unfavorably upon the employee or the municipality-employer. This provision pertains to off-duty times and hours as well as to times and hours of employment. Each employee shall be diligent in obeying all state and federal laws and the rules, regulations and ordinances of Maple Shade Township and shall encourage others to do likewise. Each employee shall be careful that his or her behavior, actions, language, dress or conduct does not reflect to the detriment of the employee or her or his employer, the Township of Maple Shade.
K. 
In addition to the provisions contained in this chapter, the rights and duties of the parties shall be governed by the terms and conditions of any applicable collective bargaining agreement between the Township and the appropriate union, including PM Local 267, the Superior Officers Association of PBA Local 267, the Lieutenants Association of PBA Local 267 and Teamsters Local 676.

No. 1981-20, as amended, and former Subsection L, regarding employees represented by the Superior Officers Association of PBA 267, added 12-15-1993 by Ord. No. 1993-28, as amended.
All employees, officers and department heads of the Township shall be appointed and promoted by the Township Manager, except where the power to appoint rests with other Township boards or bodies as provided for herein or by general law or ordinances.
A. 
All offices and positions of the Township shall be and are hereby allocated to the classified service and unclassified service, in total, as amended and approved by the New Jersey Civil Service Commission.

B. 
Compensation for each position shall be as stipulated in the current Township Salary Ordinance.[1]
