A. 
No taxicab shall be operated upon, over or along the streets or other highways of the Township of Maple Shade, nor shall any taxicab stand upon any public street or other public place or on private premises within the limits of the Township of Maple Shade, waiting for employment, without first being licensed by the Township of Maple Shade.
B. 
Each license issued under this chapter shall be valid from September 1 until August 31 of the succeeding year.
C. 
The annual fee shall be as set forth in Chapter 88, Fees.

D. 
Licenses shall be issued to no more than four taxicab owners, with each owner being entitled to licenses for not more than five taxicabs. The foregoing limitation as to the number of taxicab owners shall not affect the taxicab owners presently holding licenses in the Township of Maple Shade, but no additional owners shall be licensed unless said license can be issued without violating the provisions of this chapter.

A. 
No limousine shall be operated upon, over or along the streets or the highways of the Township of Maple Shade, nor shall any limousine stand upon any public street or other public places or on private premises within the limits of the Township of Maple Shade waiting for employment without first having been licensed by the Township of Maple Shade. The duration of the license, the fee and the number of licenses allowed shall be the same as for taxicabs as set forth in § 183-2. A condition to the issuance of a limousine license shall be that all parking of limousines shall be off-street.
B. 
Sections 183-4 through 183-32 shall apply to limousines, except for §§ 183-19 and 183-25 which shall not apply to limousines, and the reference in said sections to taxicabs shall be construed to mean limousines as well.
A. 
Applications for licenses for taxicabs shall be made by the owner, corporation, association, copartnership or joint-stock company, or by the bailee, trustee or receiver thereof, on forms to be supplied by the Township Clerk, and such applications shall contain or be accompanied by the following:
(1) 
If the applicant is an individual:
(a) 
Full name of applicant.
(b) 
Business address.
(c) 
Place of residence, and the places of residence for the past 10 years.
(d) 
Age.
(e) 
Length of time a resident in Burlington County.
(f) 
Whether or not a citizen of the United States.
(g) 
Place of birth.
(h) 
Places of previous employment.
(i) 
Whether married or single.
(j) 
Whether ever charged with, arrested for or convicted of a crime or other violation of the law, and if so, what crime or offense, the location of the conviction and the sentence therefor.
(k) 
Whether previously licensed to operate a public hack, cab or taxi, and if so, where.
(l) 
Whether license to operate a public hack, cab or taxi has ever been revoked, and if so, for what cause.
(m) 
The make and character of the taxicab and:
[1] 
The length of time it has been in use.
[2] 
The number of persons said vehicle is suitable for carrying.
[3] 
The motor number and serial number of said vehicle.
[4] 
The then present value of said vehicle.
[5] 
The place where it may be inspected.
(n) 
The hours when the taxicab is to be operated. [1]

(2) 
If the applicant for a taxicab license is a copartnership, association, corporation or joint-stock company, the information required to be shown in the case of an individual applicant shall be shown as to all persons owning 2% or more of the stock or interest in said copartnership, association, corporation or joint-stock company, as well as to all officers, including members of the board of directors thereof. The percentage of ownership of each owner shall be disclosed. If any person who owns 2% or more interest or stock of a copartnership, association, corporation or joint-stock company shall fail to meet all the requirements for the issuance of a taxicab license, then said copartnership, association, corporation or joint-stock company shall be ineligible to receive a taxicab license hereunder.
B. 
Each and every question on the application shall be answered fully.
A. 
No taxicab license shall be granted or issued to any person unless such person shall:
(1) 
Be a citizen of the United States.
(2) 
Have been a resident of the State of New Jersey for at least one year prior to the making of said application.
(3) 
Be of good moral character.
(4) 
Be able to read, write and speak the English language.
(5) 
Have never been convicted of a crime involving moral turpitude.
B. 
No taxicab license shall be granted or issued to any person who is a member of any subversive group or who shall advocate the overthrow by force of the government of the United States, the State of New Jersey or any subdivision thereof.
No person, either individually or as a stockholder, holding or owning an interest of 10% or more in a taxicab company licensed under this chapter, shall hold or own any interest, either individually or as a stockholder, in any other taxicab company licensed under this chapter.
A. 
No person shall drive a taxicab unless he or she shall have made application upon a form provided by and have received a license from the governing body to drive such vehicle. Every person applying for a license to drive a taxicab must furnish:
(1) 
Evidence that he or she has received a driver's license under the State Motor Vehicle Law, and the number of such license.
(2) 
The name of the licensed owner by whom he or she will be employed.
(3) 
A list of all violations of the Motor Vehicle Law of the State of New Jersey or any other state of the United States, during the three years immediately preceding the date of the application.
(4) 
A statement as to whether any driver's license issued by the State of New Jersey or any other state of the United States has ever been suspended or revoked, and listing the charges and dates of such suspension or revocation and whether any license to operate any hack, cab or taxi has ever been revoked, and if so, for what cause.
B. 
Each applicant for a taxicab driver's license under the terms of this chapter must conform to the following requirements:
(1) 
Be of the age of 18 years or over and a citizen of the United States, or have declared his or her intention to become such citizen, and be a resident of the State of New Jersey for at least six months next preceding the date of such application.
(2) 
Not have been convicted of any crime involving moral turpitude within 10 years next preceding the date of such application.
(3) 
Present the certificate of a reputable physician showing that he or she has been examined within 60 days and that he or she is of sound physique, with good eyesight and not subject to epilepsy or any other infirmity of body or mind which might render him or her unfit for the safe operation of a taxicab. The Township Manager may, for good cause, at any time after a driver's license has been issued, require the holder of same to submit to a physical examination in the manner herein set forth and present a certificate of such physician showing the nonexistence of the conditions above mentioned.
(4) 
Be able to read, write and speak the English language.
(5) 
Be clean in dress and person and not be addicted to the use of narcotics or intoxicating liquors.
(6) 
State on the application the name of the licensed owner by whom he or she will be employed and all places of employment during the past 10 years.
(7) 
File with his or her application three unmounted, unretouched photographs of himself or herself, taken within 30 days preceding the filing of such application, of a size which may be easily attached to his or her license. In lieu of separate photographs, the Township Clerk may accept the copy of a photo driver's license. One of said photographs shall be attached to the license when issued, and another shall be filed with the application in the office of the Township Clerk. The photograph shall be so attached to the license that it cannot be removed and another photograph substituted without detection. Each licensed driver shall, upon demand of the Township Clerk or any citizen, exhibit his or her license and photograph for inspection. Where the application for a license is denied, two copies of the photograph shall be returned to the applicant.

(9) 
State on the application whether he or she has ever been charged with, arrested for or convicted of a crime or other violation of law.
C. 
All questions on the application shall be answered fully and all blanks thereon filled in completely.
D. 
The application fee shall be as set forth in Chapter 88, Fees.

E. 
Each taxicab driver's license issued under the provisions of this chapter shall be valid from September 1 until August 31 of the succeeding year.
Every application for a taxicab license or taxicab driver's license shall be verified by the oath or affirmation of the applicant or applicants, if an individual, association or copartnership, and, if a corporation or joint-stock company, shall be verified by the oath or affirmation of an officer thereof.
No license fee payable under this chapter shall be prorated nor shall any part thereof be refunded for any reason.
All applications for both taxicab licenses and drivers' licenses shall be filed with the Township Clerk at least 30 days prior to the date of issuance of said license. In the case of the original application, a temporary thirty-day license may be issued without charge, provided that all information required under this chapter is supplied by the applicant.

Each applicant for a taxicab owner's license or a taxicab driver's license shall possess a reasonable knowledge of the contents of this chapter and of the geographical layout of the township. [1]

Any change of address of any owner of a taxicab or a licensed driver under the provisions of this chapter must be submitted in writing to the Township Clerk within a period of 48 hours of such change of address, and the taxicab license or driver's license will be subject to a revocation for any violation thereof.
No license issued hereunder shall be assigned or transferred.
A. 
Taxicab licenses shall be issued to a specific vehicle, and in the event that such vehicle is removed from service, the license issued thereto shall be surrendered to the Township Clerk within 15 days of such removal from service. Each new vehicle put into service, whether purchased new or used, shall require a new license, and application for such license shall be made and the license issued prior to said vehicle's being put into service.
B. 
Taxicab drivers' licenses shall be issued to a specific person, and said license shall be surrendered to the Township Clerk within 15 days of the driver's termination of service with a company. Any driver who switches companies shall be required to apply for and be issued a new taxicab driver's license prior to beginning service for the new employer.
There shall be posted in a conspicuous place on the inside of each taxicab the taxicab license and the taxicab driver's license.
Every taxicab licensed under this chapter shall be put into bona fide use and service as a taxicab. No taxicab license shall be obtained and held by the owner thereof on a standby basis.
