A. 
The following shall be and are hereby declared to be fire limits: all those parts of the Village defined in the Zoning Code[1] as Apartment Districts, Commercial A Districts and Industrial Districts.

B. 
Applications to erect a dwelling in this area will receive special consideration by the Superintendent of Construction.
Except as otherwise specifically provided in this chapter, or as the same shall be amended from time to time, no existing frame, wood or other combustible structure shall be enlarged within the fire limits, except in conformity with the provisions of this chapter with respect to new structures.
A. 
When prohibited. Within the fire limits, any existing frame, wood or other combustible structures which, in the judgment of the Superintendent of Construction, may be damaged from any cause whatsoever to an amount greater than 1/2 of the value thereof, exclusive of the foundations, or may be in need of structural repairs to an amount greater than 1/2 of its value, exclusive of foundations, shall not be repaired or rebuilt but shall be taken down.
B. 
In case the owner of the structure which may be damaged or in need of repairs shall be dissatisfied with the decision of the Superintendent of Construction as to the extent of such damage or need of repairs, the amount or extent of such damage or required repairs shall be determined by competent engineers, one appointed by the Superintendent of Construction, one by the owner of the structure and, in case these two do not agree, one selected by them jointly. The report of the engineers shall be reduced to writing and, when signed by any two of them, shall be conclusive. No building which is the subject of survey shall be in any manner repaired, altered or rebuilt until after the decision of the engineers shall have been rendered.
No frame, wood or other combustible structures shall be moved from without to within the fire limits.
A. 
Nothing herein contained shall prevent the erection or completion of a frame structure for which a permit has been lawfully issued at the time this chapter shall take effect within such portions of the fire limits as were not heretofore included within the fire limits of the Village, provided that the work thereon shall be diligently prosecuted so that the structure shall be completed within 15 months after the passage of this chapter.
B. 
In case any such structure shall not be completed within said period, the holder of the permit therefor shall be deemed to have forfeited all rights and privileges thereunder, and the uncompleted building or structure shall be taken down and removed within 60 days after the date of the forfeiture of such permit.
It shall be unlawful hereafter to erect in any restricted district, zone or area in the Village any building or structure without masonry walls and heavy timber or to erect any metal building or structure of any description.
