No person shall dig, remove, carry away or cause
to be dug, removed or carried away any stone, earth, gravel, sand,
cement or other building materials from any highway, street, sidewalk
or public place in the Village except in the connection with an excavation
or street opening duly authorized, as hereinbefore provided.
Any person who shall violate any of the provisions
of this article shall be subject to a fine of not more than $100 for
each offense. Each day's continued violation of this article shall
constitute a separate and distinct violation.
