This chapter has been prepared and adopted in accordance
with a carefully studied and considered Comprehensive Plan and Local
Waterfront Revitalization Program (LWRP) for the Incorporated Village
of Manorhaven for the purpose of regulating the location, construction
and utilization of buildings and the utilization of land by dividing
the land within the Village into districts and prescribing land use
regulations for each district.
This chapter is adopted pursuant to the Village Law
of the State of New York for the protection and promotion of the public
health, safety, morals and general welfare of the Village within the
following objectives:
To protect the character of the Village's environment
areas and the quality and viability of the districts by assuring that
future development will be in harmony therewith.
To protect and conserve present and future property
values and the tax base through the promotion of harmonious and enduring
neighborhoods, by preventing the construction of inappropriately large
or inappropriately small structures in established districts, by preventing
monotonous and unsightly uniformity of building development or unsightly
structures of incongruous or inappropriate form that might tend to
depress surrounding property values, all of which purposes are hereby
declared to be legitimate and proper public objectives, clearly in
the public interest and in harmony with the broad purposes enumerated
in the Village Law.
To maintain, encourage and promote the development
of commercial water-dependent uses that have traditionally been associated
with the Village of Manorhaven waterfront and to accommodate water-enhanced
commercial uses that are compatible with and supportive of water-dependent
uses.
To expand and enhance access to a limited deep water
resource for commercial and recreational uses, and maximize employment
opportunities from water-dependent commerce.
