In its interpretation and application, the provisions of this
Part 1 shall be held to be minimum requirements adopted for the promotion
of health, safety, morals and general welfare. Wherever the requirements
of this Part 1 are at variance with the requirements, deed restrictions,
covenants or ordinances, the most restrictive or that imposing the
higher standards shall govern.
This Part 1 shall become effective on the date of its approval
by the Borough Council; provided, however, that all subdivisions which
have been recorded prior to this date may be completed in accordance
with the recorded plat, and provided further that all subdivisions
recorded within 60 days prior to the approval of this Part 1 are hereby
declared void if, at the time of the adoption of this Part 1, no substantial
construction of improvements or buildings shall have been made or
no contracts have been let.
