Pursuant to the provisions of N.J.S.A. 5:8-51,
the Clerk of the Borough of Closter may issue a license to any qualified
organization, as that term is defined in N.J.A.C. 13:47-1.1, to hold
and operate the specific kind of game or games of chance commonly
known as a "raffle" or "raffles" played by drawing for prizes or the
allotment of prizes by chance, by the selling of shares or tickets
or rights to participate in such game or games and by conducting the
game or games accordingly when the entire net proceeds of such games
of chance are to be devoted to educational, charitable, patriotic,
religious or public-spirited uses and, in the case of senior citizen
associations and clubs, to the support of these organizations and
for any such organization or association, church, congregation, society,
club, company or squad when so licensed (or without any license when
a senior citizen association or club holds, operates and conducts
games of chance solely for the amusement and recreation of its members
under a special license issued pursuant to N.J.S.A. 5:8-51.1) to hold,
operate and conduct such game of chance by its active members pursuant
to law and such license in the Borough of Closter and to sell shares
or tickets or rights to participate in such game or games of chance
therein and under such conditions and regulations for the supervision
and conduct thereof as shall be prescribed by the rules and regulations
duly adopted from time to time by the Legalized Games of Chance Control
Commission, but only when the entire net proceeds thereof are devoted
to the uses aforestated, and for any person or persons to participate
in and play such games of chance conducted under any such license.
The above provision shall apply to games of
chance as stated therein seven (7) days a week, including Sundays.

Each applicant for a license shall file with the Borough Clerk
a written application as provided for in N.J.S.A. 5:8-52 and N.J.A.C.
13:47 (Form 2R-A). State license fees shall be as set forth in N.J.S.A.
5:8-53. Municipal fees shall be as set forth in N.J.A.C. 13:47-4.9
and N.J.A.C. 13:47-4.10; except that the fee for a one-year license
for an instant raffle game shall be $20.

Any person, firm or corporation convicted of a violation of any provision of this chapter shall be subject to a penalty as set forth in Chapter
1, General Provisions, Article
II, Violations and Penalties, of this Code.
