A. No person shall discharge or cause to be discharged
any stormwater, surface water, groundwater, roof runoff, subsurface
drainage, sump pump discharge, uncontaminated cooling water or unpolluted
industrial process waters to any public sanitary sewer.

B. No person shall throw, put or place or cause or permit
to be thrown, put or placed into, upon or within any public street,
road or place in the borough any substance, matter or thing whatsoever
whereby the safe, free or unobstructed use of the same by the public
may be in any wise impeded or interfered with or whereby the same
may be rendered unsightly in appearance, and no person shall put on,
deposit or leave any rubbish, refuse or other materials in or upon
any of the sidewalks or gutters of public streets, roads or places
within the borough.
C. No person shall connect or allow to be connected into any sanitary
sewer located within the Borough of Closter any drain or leader designated
to collect ground or surface waters.

D. No sump pump shall be connected to the sanitary sewer system of the
Borough.

A. All owners or occupants of stores or other places
of business or of dwelling houses in the borough shall keep the sidewalks
in front of their premises occupied by them at all times in a safe,
passable and orderly condition.
B. No person or persons, whether as owner or occupant
of a store, retail establishment or any other place of business in
the Borough of Closter, shall sell or be allowed to sell or display
for sale any wares, merchandise or any articles whatsoever for sale
on the sidewalks, whether or not in front of an existing place of
business.
C. Notwithstanding the provisions of this section of
this Article, the Mayor and Council may by resolution permit the use
of sidewalks for sale days upon request by a merchant.
No person shall permit any cattle, horses, sheep,
goats or any other animal or animals belonging to him or her to run
at large in any street, road or public place in the borough or tie
or tether any such animal in any street, road or public place or upon
any unenclosed lot adjacent thereto in such a manner as to allow such
animal to obstruct or impede free passage through such public road,
street or place.

A. Any homeowner
or property owner who is found to be in violation of the provisions
of this article shall have the opportunity to correct the violation
without penalty provided the violation is corrected within two months
of the date of notice of violation.
B. For any
violations that remain unabated after two months, there shall be a
minimum fine of $500 for each violation of the provisions of this
article. Each violation and each day a violation is committed or permitted
to continue shall constitute a separate violation and shall be punishable
as such.
