This chapter is an ordinance establishing rules, regulations and standards governing the subdivision of land and site plan review within the Borough of Closter pursuant to the authority set forth in Chapter 291 of the Laws of 1975,[1] and amendments and supplements thereto, setting forth the procedure to be followed by the approving authority in applying and administering these rules, regulations and standards and providing penalties for the violations thereof.

This chapter shall be known as the "Land Subdivision and Site Plan Review Ordinance" of the Borough of Closter.
These regulations are deemed necessary to protect the character, stability and orderly development of all areas of the community; to secure safety from fire, flood, panic and other natural and man-made disasters and hazards; to encourage the proper location and design of streets; to promote a desirable visual and aesthetic environment through creative development techniques and good civic design and arrangements; to promote the conservation of open space and valuable resources; to prevent degradation of the environment through improper land use; to provide adequate light, air and open space; to encourage planned developments which incorporate the best features of design and relate the type, design and layout of development to the particular site; and to provide rules, regulations and procedures which will guide the appropriate development of lands within the community in order to promote the public health, safety, morals and general welfare.
