The Office Area A District is established for the development of integrated areas so located and designed as to constitute a harmonious and appropriate part of the physical development of the Borough; to provide protection to adjacent residential zones by virtue of serving as transitional area between residential and other nonresidential developments or zones; and to allocate space for small-scale professional and administrative office uses utilizing open space and park-like surroundings, free from encroachment from residential uses, commercial establishments, industries or other office uses not able to conform to the hereinprovided restrictions.
A. 
In Office Area A Districts, no lot, plot, parcel or tract of land shall be used and no building or other structure shall be used and no building or other structure shall be built, altered or erected to be used for any purpose other than that which shall be limited to professional or administrative offices not engaged in retail or wholesale sales of goods on the premises and not engaged in the repair or servicing of goods thereon, excepting as set forth in Subsection B below.

B. 
There shall be permitted within this zone district the following uses:
(1) 
Professional or administrative office buildings.
(2) 
Educational or philanthropic organizations.
(3) 
Municipal uses.
(4) 
Private schools, limited to dancing, music, languages, arts and crafts and business, except schools teaching or training in manual, fabricating or manufacturing trades.
(5) 
Public utility office buildings.
(6) 
Libraries, museums and art galleries not involving retail sales.
(7) 
Off-street parking facilities as an accessory use.
(8) 
Laboratory or research facilities as incidental or accessory use to professional office use of physicians, dentists and psychologists.
(9) 
A church or place of worship, including a parish house and religious school.

(10) 
Public schools or other educational institutions, including playgrounds and accessory buildings.

(11) 
Community center buildings.

(12) 
Clubhouse of an incorporated fraternal, educational or philanthropic organization.

Any uses other than those uses permitted by § 200-17 of this Article shall be prohibited. Without in any way limiting the generality and prohibition of this section, nothing contained in this Article shall be construed to permit any of the following uses in any Office Area A District:
A. 
Residential uses.
B. 
On-premises retail or wholesale sales.
C. 
Storage or warehousing.
D. 
Billboards.
E. 
Automotive repair, service or sales.
F. 
Gasoline service stations.
G. 
Kennels or stables.
Within the Office Area A Zone District, the following dimensional requirements shall apply:
A. 
Minimum lot area: 45,000 square feet.
B. 
Lot width at front lot line: 150 feet.
C. 
Minimum building setback:
(1) 
Front yard: 75 feet.
(2) 
Rear yard: 40 feet.
(3) 
Side yard: 30 feet, except that where two or more property owners propose to erect abutting office structures which are developed and maintained as a unit, the Planning Board may waive the side yard requirements between buildings, provided that the uninterrupted length of any one building shall not exceed 200 feet in length, and provided that the Planning Board will have appropriate assurance that the office complex will provide harmonious and unified exterior facades on all sides. In no case shall there be less than a total of 60 feet of side yards nor less than 20 feet in any one side yard for any one structure.
D. 
Maximum total building coverage of lot: 20%.
E. 
Maximum building height: two stories or 30 feet.
A. 
A twenty-five-foot buffer strip, in addition to required setbacks, shall be required for the separation of Office Area A District from any other zoning district, except Office Area B District.
B. 
Construction of any kind, outdoor storage and parking of vehicles shall be prohibited in all buffer strips.
C. 
Permitted uses shall be as follows:
(1) 
Landscaping.
(2) 
Fences or walls not to exceed five feet in height, provided that the same shall have finish facing on both sides.
(3) 
Entrance and exit drives not to exceed 15 feet in width, subject to Planning Board site plan review and approval, provided that such entrance or exit drives shall be not less than 15 feet from the nearest property line and that a minimum fifteen-foot-wide strip is landscaped and planted in accordance with the requirements of the following § 200-21, Required planting.
Buffer strips shall be required to be planted with evergreen trees so as to form an effective screen. Such plantings shall not be less than five feet in height above the ground when planted and spaced not less than 10 feet apart.
Unoccupied, landscaped open space areas with a minimum width of 15 feet shall be required from all property lines in the Office Area A District. Open space areas shall be maintained at all times. Off-street parking, outdoor storage or any use other than landscaping shall be prohibited in the open space areas, except that entrance and exit drives not to exceed 30 feet in width shall be permitted, subject to Planning Board site plan review and approval. Open space areas may be included in buffer strips.
There shall be provided off-street parking in accordance with the requirements of the Site Plan Ordinance of the Borough of Closter.[1] All off-street service entrances for loading or unloading shall be in the rear yard.
