The City will endeavor to read each meter at
regular intervals of three months. The City reserves the right to
alter said billing periods in the interest of economy and efficiency.
Bills shall become due and payable within the
month indicated on the bill without penalty, and such payment shall
be made to the City.

In the event that the current quarterly bill
on a City of Beacon water account is four or more times higher than
its highest quarterly bill over the most recent four quarterly bills,
and the City Administrator determines the abnormally large bill is
a result of either estimated billing or a defective external reading
device which results in the actual interior meter registering higher
than the external reading device, not as a result of any tampering,
the City Administrator may allow payment of such abnormally high bill
in eight equal installments over that and the next seven consecutive
quarters without the 10% penalty and lien provisions set forth hereafter,
and provided each subsequent regular quarterly bill is paid in full
in a timely fashion.
Upon failure to pay the water bill within 30
days after the billing date set forth on said bill, interest at the
rate of 1% per month shall accrue to said bill, and, in the event
that said bill is not paid within 120 days of the billing date set
forth on said bill, an additional penalty of 10% shall be added to
the bill. Interest at the rate of 1% per month will continue to accrue
until the bill is paid in full.

In the event that any water bill is unpaid for a period of six
months from the date of mailing of said bill to the property owner
or consumer by the City Administrator, the Department of Public Works
is authorized and directed to discontinue the transmission of water
to said property owner or consumer and is directed to shut off said
water to said property, and the same shall not be restored until the
payment to the City of Beacon of the unpaid bill and penalties; and
in addition thereto, there shall be a fee payable to the City of Beacon
as set forth in the City of Beacon fee schedule, to cover the cost of shutting off and restoring said water
at the service line.
Water rents and charges and penalties thereon shall be a lien upon the real property upon which the water is used and may be collected in accordance with the schedule of rates as set forth in §
219-29 of the Beacon Code.

Any property owner who disputes the amount of water rents, charges and/or penalties as determined by Chapter
219 shall have the opportunity to request a hearing, pursuant to Chapter
34, Hearings.
