The Board of Trustees of the Village of Massena, New York, has for the
past several years equipped, operated and maintained playgrounds, ice rinks,
baseball diamonds and other recreation centers for the use and enjoyment of
its citizens. The growth and development of said recreation program is such
that it now requires the attention of a commission to supervise, plan and
expand its program.
The Town of Massena Town Board has, by written agreement with the Village
of Massena, covenanted to establish a Joint Recreation Commission pursuant
to § 244-d of the General Municipal Law and a Joint Recreation Commission
shall be established, which shall possess all the powers and be subject to
all the responsibilities of local authorities under Article 13 of the General
Municipal Law.
The fiscal year for the Joint Recreation Commission shall commence June
1 and terminate on May 31 of each year hereafter, to continue so long as the
joint agreement shall remain in effect.

In February of each year, the Joint Recreation Commission shall present
a budget for consideration. Upon approval of the budget, the contributions
by the Village of Massena shall be prorated based on current assessment rolls
or by a similar method approved the the Village Board.
