No officer or employee of a railroad corporation shall intentionally
obstruct any farm or highway crossing with any locomotive, train or car for
a longer period than five consecutive minutes. Each occurrence
shall be considered a separate violation of this chapter.
No railroad company, nor person in its employ, shall cause or permit
any car or train to cross any street in this Village by its own momentum or
by shunting.
No railroad company, nor any person in its employ, shall use any portion
of any street for switching on or switching off any car or cars without first
obtaining permission in writing from the Board of Trustees or Mayor of the
Village.
No railroad company, nor person in its employ, shall use or occupy any
portion of any street for the purpose of, or during the process of loading
or unloading any car or cars, or occupy the same while the train is not in
motion in such a manner as to hinder the free passage of such street without
first having obtained permission in writing from the Board of Trustees or
the Mayor of the Village.

Any person or corporation violating any of the provisions of this chapter
shall be liable to a fine and penalty of not less than $100 nor more than
$250 or by imprisonment for not more than 15 days for each violation. Each
day on which such violation continues shall constitute a separate offense.
