Parking meter zones are hereby established upon and along certain of the streets in the Borough of Kane, as follows:

It shall be unlawful for any person to park a vehicle or to allow the same to remain parked for longer than the time limit(s) prescribed from time to time by the Borough Council and indicated on the legend of parking meters. Provided: The requirements of this Article IV as to parking time limit and as to deposit of coins in meters shall not apply on Sundays and legal holidays.
Parking meters may be installed in the parking meter zones established as provided in § 242-20, and where installed shall be placed upon the sidewalk, immediately adjacent to the individual parking spaces as described in § 242-23. Each meter shall be placed or set in such manner as to show that the parking space adjacent to such meter is or is not legally occupied. Each meter installed shall indicate by a proper legend the legal parking time established by the borough and, when occupied, shall indicate on and by its dial and pointer the duration of the period of legal parking and, on expiration of such period, shall indicate illegal or overtime parking.
Lines and/or markings shall be painted or placed upon the curb, sidewalk and/or street adjacent to each parking meter for the purpose of designating the parking space for which such meter is to be used. Each vehicle parked adjacent to any parking meter shall be parked wholly within the lines or markings so placed and applicable to such meter. It shall be unlawful and a violation of this Article IV to park any vehicle across any such line or marking or to park any vehicle in such a position that such vehicle shall not be wholly within the area so designated by such lines or markings.
When a parking space in any parking meter zone is parallel with the adjacent curb or sidewalk, any vehicle parked in such parking space shall be parked so that the foremost part of such vehicle shall be nearest to the parking meter; when a parking space in any parking meter zone is diagonal to the curb or sidewalk, any vehicle parked in such parking space shall be parked with the foremost part of such vehicle nearest to such meter.
The rates for parking in parking spaces in parking meter zones shall be those rates which are adopted by the Borough Council from time to time and published by placing the rates for parking on the meters installed in such zones. When any vehicle shall be parked in any individual parking space adjacent to which shall be located a parking meter as provided in this Article IV, the driver of such vehicle shall, upon entering such space, deposit or cause to be deposited in such parking meter one or more coins of the United States of the denomination recited upon such meter, for the maximum period of time during which such vehicle is to be parked in such space. It shall be unlawful for any person to cause, allow or permit any vehicle registered in his or her name to be parked in any individual parking space for a period of time longer than that for which a coin or coins have been inserted into the parking meter adjacent to such space. The registering of violation by such meter shall be conclusive evidence that the provisions of this section have not been complied with.
It shall be unlawful and a violation of this Article IV for any person to deposit or to cause to be deposited in any parking meter any coin for the purpose of increasing or extending the parking time of any vehicle beyond the total legal parking time in a parking meter zone.
It shall be unlawful and a violation of this Article IV for any person to permit a vehicle to remain in any parking space adjacent to a parking meter when such meter shall display a signal indicating that such vehicle shall already have been parked beyond the period of time prescribed for such parking space.
It shall be unlawful and a violation of this Article IV for any person to deface, tamper with, open or willfully break, destroy or impair the usefulness of any parking meter installed under the provisions of this article. Provided: Nothing herein shall apply to the servicing or opening of parking meters by officers, employees and/or police officers of the borough under the direction of the Mayor and/or the Council.
A. 
It shall be the duty of the police officers of the borough, acting in accordance with the instructions of the Borough Council, to report:
(1) 
The number of each parking meter that indicates that the vehicle occupying the parking space adjacent thereto is, or has been, parked in violation of any of the provisions of this article;
(2) 
The date and hour of such violation;
(3) 
The state license number of such vehicle; and
(4) 
Any other facts, the knowledge of which shall be necessary for a thorough understanding of the circumstances attending such violation.
B. 
Every such police officer shall also place upon such vehicle a notice to the owner or driver thereof that such vehicle was parked in violation of the provisions of this Article IV, and instructing such owner or driver that if he shall report to the office of the Kane Police Department and pay, for the use of the Borough of Kane, the sum of the fine as hereinafter stated in § 242-31, he shall save himself from prosecution and from payment of the fine and costs as stated in § 242-31.
The Borough Council may suspend in whole or in part the parking meter regulations set forth in this Article IV, during such days and hours as may be designated by it.

Any person, firm, corporation or owner of any vehicle parked in violation of any provision of any article in this chapter shall be issued a ticket or citation assessing a fine in accordance with the following schedule:
A. 
For each separate parking violation, violations 1 through 5 for the same vehicle: $15.
B. 
For each separate parking violation, violations 6 and above for the same vehicle: $25.
C. 
For each violation paid within 72 hours from the time the ticket or citation is issued, a $5 discount is applied.
D. 
If not paid within 14 days, the Borough shall issue a citation with the District Justice, where the offender will be fined no less than $50 and no more than $600 per occurrence.
E. 
Any person, firm, corporation, or owner of any vehicle convicted of a violation of Articles I, II, III, IV, V, VI and VII of this chapter shall be fined an amount no less than $50 and no more than $600 per occurrence.
