An employee may be transferred by the appointing
authority at any time from one position to another position in the
same or comparable class. Transfer shall not be used to effectuate
a promotion or demotion. No person shall be transferred to a position
for which they do not possess the minimum qualifications.
Material changes in the duties and responsibilities
of a position shall be reported to the Personnel Director. If such
changes require reclassification of the position, the Personnel Director
shall determine and establish the appropriate minimum qualifications
for the position and ascertain whether or not the incumbent possesses
such qualifications. The Personnel Director may investigate the duties
and responsibilities of any position to determine whether the incumbent
possesses the required qualifications for satisfactory performance.
