The purpose of this chapter is to provide for regulations governing the use of various park and recreational areas within the Town of Barrington. This chapter is provided in conjunction with and in addition to the rules and regulations set forth in Chapter
144, Public Lands, Use of, as may be amended from time to time, known as the "Ordinance Regulating the Use of Public Lands within the Town of Barrington," also known as the "Land Use Ordinance."
The public parks of the Town of Barrington are
intended primarily for the use of residents of the Town of Barrington
and their guests. Priority for such permits as may be required by
the terms of this chapter for the use of facilities in public parks
shall be given to residents of the Town of Barrington.

A. General. There shall be no deposit of trash in any public park or beach of the Town of Barrington. Each person shall be responsible for removing trash brought into the public park or beach and the associated parking areas. Violators shall be subject to the penalties specified in §
144-17C.

B. Sports and recreation leagues. All leagues using the
Town's parks are responsible for the removal of any trash following
the completion of a practice or a game. (Trash bags will be available
at the Department of Public Works.) It is the league director's responsibility
to establish all necessary league policies to ensure compliance with
this section. A violation by one team shall be considered a violation
by the league as a whole. Each day the violation is allowed to exist
shall constitute a separate offense, but offenses occurring within
one season of use by the league shall not carryover to the next season.
If a league is in violation of this policy it will be assessed the
costs of cleanup (to be determined by the Department of Public Works)
and the following penalties will be applied:
(1) First offense: a verbal warning to the league director
that the league is not in compliance with this section.
(2) Second offense: a written reprimand to the league
director that the league is not in compliance with this section.
(3) Third offense: A fine of $50 will be imposed upon
the league and enforced by the Barrington Police Department at the
request of the Parks and Recreation Commission Director. The league
director will be required to appear before the Parks and Recreation
Commission for a show-cause hearing.
(4) Subsequent offenses: A fine of $100 will be imposed
upon the league and enforced by the Barrington Police Department at
the request of the Parks and Recreation Commission Director. The league
director will be required to appear before the Parks and Recreation
Commission for a show-cause hearing. The league's use of the Town's
fields may be suspended for a period of time to be determined by the
Parks and Recreation Commission.
C. Organizational use. Organizations, including but not
limited to schools, churches, camps, businesses, and fraternal societies,
using the Town's parks are responsible for the removal of any trash
following the completion of their events. (Trash bags will be available
at the Department of Public Works.) Any violation shall lead to a fine
of $50 in addition to the cost of cleanup, which will be determined
by the Department of Public Works. The organization's leader will
be required to appear before the Parks and Recreation Commission for
a show cause hearing. In severe cases, as determined by the Parks
and Recreation Commission, the organization's future use of the Town's
parks may be limited or suspended.

No person shall light, build or make any fire
in any public park of the Town of Barrington except in a fireplace
circle or other facility provided for that purpose, except that no
fire shall be allowed at the Barrington Beach during the period of
June 15 and September 15.
Possession and/or consumption of alcoholic beverages
at any park is specifically prohibited.

No person shall use tobacco products, as defined in §
69-1 of this Code, at any park or beach of the Town of Barrington.
Use of glass containers is prohibited.
No person shall light, build or make any fire
in any fireplace, fireplace circle or other facility in any public
park unless a permit for such fire shall have been first obtained
from the Chief of the Barrington Fire Department or their representative.
The establishment of bonfires within the confines of any park is prohibited.
No person shall take, pluck, injure, destroy,
cut, mark or deface any flower, root, plant, shrub, tree, building,
fence, wall, gate, monument or other property in any public park.
No person shall hunt, shoot or have in their
possession any rifle, gun, pistol, air gun, spring gun or other small
arms or any contrivance arranged to discharge shot, bullets, arrows,
darts or other missiles in any public park of the Town of Barrington.

Golfing is prohibited on all Town property,
except as designated at Walker Farm.

The use of any public tennis court in the Town to provide private
instruction is prohibited, unless authorized by the Department of
Parks and Recreation; such private lessons will be allowed on two
courts at Barrington High School, in accordance with a predetermined
fee schedule and in conformance with the land use policy regarding
indemnification and liability insurance requirements. Violators will
be fined $100 per incident.
No person shall post or otherwise affix any
bill, notice, advertisement or other paper upon any tree, structure
or thing within any public park nor upon any of the gates or enclosures
thereof.
No person shall operate a motor vehicle in any
park or recreation area at a rate of speed greater than 10 miles per
hour or five miles per hour at the beach.
No person being the owner, operator or person
in control of any motor vehicle shall, during the following hours,
park or stand, or permit their vehicle to be parked or standing in
any of the following recreation areas in the Town of Barrington:
A. Barrington Beach between 9:00 p.m. and 4:00 a.m.

B. Veteran's Memorial Park from sunset to sunrise.
C. Haines Park from sunset to sunrise.
D. Latham Park between 9:00 p.m. and 4:00 a.m.

E. Peck Playground from sunset to sunrise.
F. Osamequin Nature Preserve from sunset to sunrise.
G. Walker Farm from sunset to sunrise.
H. Knockum Hill Farm from sunset to sunrise.
I. Chianese Park from sunset to sunrise.
J. Bicknell Park from sunset to sunrise.
K. Richard E. Currier Park from sunset to sunrise.
No person being the owner of or having charge
or custody of any dog shall allow such dog to enter any park, recreation
or beach area or to remain therein unless such dog shall be on a leash,
which leash shall at all times remain in the physical possession of
the person having custody of such dog.
No person shall operate any motorcycle, motor
scooter, motor bike, minibike or go-cart, so-called, in or upon any
public property of the Town of Barrington, except in such areas thereof
as may be designated by the Town Council; provided, however, that
nothing in this chapter shall be deemed to prohibit the operation
of such motor vehicles as may be duly registered in accordance with
state law along any roadway between a public highway and the designated
parking area for such public property for the purpose of parking such
motor vehicle or returning to such public way.
The Town Council of the Town of Barrington may
from time to time designate paths or roadways within such public property
for the use of motorcycles, motor scooters, motor bikes, minibikes
or go-carts or any of said vehicles.
