In addition to and notwithstanding the provisions set forth in Article I, the following rules and regulations are established for the sue of Haines Memorial State Park.
The Town of Barrington has entered into a park use agreement with the Department of Environmental Management for the State of Rhode Island, wherein the State of Rhode Island has maintained ownership of but has transferred to the Town of Barrington the care, control, maintenance and preservation of that area known as "Haines Memorial State Park."
A. 
In order to promote and protect the health, safety, comfort and welfare of the Town's inhabitants, the Town of Barrington, through its Town Council, desires to establish rules and regulations for the use of Haines Memorial State Park. Accordingly, the use of Haines Memorial State Park shall be governed by those rules and regulations established and set forth in Chapter 144, Public Lands, Use of, pertaining to park and recreation areas as well as the provisions of Article I herein.
B. 
All applicable rules and regulations pertaining to the use of park and recreation areas, as promulgated by Chapter 144, Public Lands, Use of, and this chapter shall apply and become the rules and regulations for the use of Haines State Memorial Park.
