Upon the sale of any premises containing residential
dwelling units or the rental, lease or transfer of any residential
dwelling unit, the seller, landlord or transferor is required to obtain
from the Borough of Franklin Lakes a smoke detector compliance certificate
certifying that the property is in compliance with the provisions
of this article.

The fee for the smoke detector compliance certification
shall be $75. Applications for smoke detector compliance certificates
shall be submitted to the Borough of Franklin Lakes with the application
fee prepaid. Within 10 business days of the receipt of said application,
the designated official of the Borough of Franklin Lakes shall inspect
the premises to determine whether the same complies with the terms
of this article.

Any residential or commercial structure within
the Borough of Franklin Lakes that has living quarters for 50 or more
residents is required to provide for all essential services in the
event of a loss of power in this multiresidential structure. The power
shall be provided by an auxiliary power generator that will immediately
be able to provide essential services in the structure for as long
as the power outage may last.
