There shall be a Director of Public Works who shall be appointed by the Mayor with the advice and consent of Council. The Director shall serve the term of the Mayor. There shall further be established the following divisions of the Department that shall come under the direct supervision of the Superintendent of Public Works who shall report to the Director. The divisions set forth in this chapter are for definitional purposes only. The definition of each section includes, but is not limited to, the function of each section. All divisions fall under the direct supervision of the Superintendent of Public Works. The Superintendent of Public Works shall have the ability to direct the manpower within and between each division as is necessary to provide services for all of the residents of the Township.

Within the Department of Public Works there shall be a Division of Streets under the direction of a Superintendent of Public Works. The division shall maintain, repair and repave the streets and roads within the Township. The Division shall remove snow and ice from all municipal streets and roads. The Superintendent of Public Works and his/her designee shall maintain culverts and drainage of the municipality and construct and reconstruct such steeps and drainage as may be authorized or needed. The Division shall also establish a leaf collection program for curbside leaf pickup and shall perform any other duties as required.

Within the Department of Public Works there shall be a Division of Sanitation under the direction of the Superintendent of Public Works and his/her designee. The Division shall maintain and operate all sanitation equipment and provide such services as the collection and disposal of municipal and household waste and any other debris as may be required.

Within the Department of Public Works there shall be a Division of Recycling under the direction of the Superintendent of Public Works and his/her designee.
Within the Department of Public Works there shall be a Division of Equipment Maintenance under the direction of the Supervisor of Public Works and his/her designee. The Division shall maintain and operate a municipal garage for the maintenance of all municipal motorized vehicles and equipment and shall any other duties as may be required.
Within the Department of Public Works there shall be a Division of Building Maintenance and a custodial staff under the direction of the Superintendent of Public Works and his/her designee. The Division of Building Maintenance and Custodial Staffing shall inspect and control all municipal buildings and keep them in good repair; custodial staffing shall maintain all municipally owned buildings in a safe and clean manner and shall perform any other duties as may be required. The Division of Grounds Keeping shall be responsible for the maintenance of the Township's lands, parks and recreation properties and green acres properties. The Division shall also be responsible for the maintenance of all grassed areas, flower and shrub beds, trees and general policing of grounds for litter, as well as all sidewalks on Township property, including snow and ice removal during all inclement weather and any other duties as may be required.
A. 
Within the Department of Public Works there shall be a Township Engineer appointed by the Mayor with the advice and consent of Council who shall:
(1) 
Provide all staff engineering required by the Department with the assistance of such consultants as may from time to time be authorized pursuant to this code.
(2) 
Prepare, maintain and preserve maps, changes and records of roads, utilities, public buildings and structures and all public facilities owned or operated by the municipality and political subdivision maps, as required.
(3) 
Prepare, review and approve specifications for public works contracts, supervise and inspect the execution of such contracts and certify satisfactory completion of work to authorize progress payments pursuant to contract as required by the Director.
(4) 
Maintain the Tax Map for the Division of Assessments in a current status and promptly record all changes of ownership from information provided pursuant to law.
B. 
Records and papers. All papers, documents, memoranda, reports and other materials relating to the Township Engineer's duties shall be and remain the property of the municipality. Upon the termination of his service with the municipality, he shall forthwith surrender to his successor all such property.
C. 
The Engineer shall report directly to the Mayor and/or Administration on all issues involving any engineering service to be provided in regards to the Township.
