The purpose of this chapter is to require all
landlords/owners of multiple-dwelling units, which will be defined
herein, and mobile home parks to provide to all of their residents/tenants
an emergency telephone number wherein tenants/residents can contact
the owner/landlord at any time for the purpose of an emergency.
As used in this chapter, the following terms
shall have the meanings indicated:
MOBILE HOMES
All units that are classified as a mobile home by state standards.
This includes all units, whether individually owned or leased for
profit.
MULTIPLE-DWELLING UNITS
Any units of two or more, whether private or publicly owned.
These units include condominiums, apartments and townhouses.
The landlord/owner is required to provide to
residents/tenants an emergency telephone number wherein the resident/tenant
may contact the landlord/owner for any emergency. This number shall
be registered on a yearly basis or at any time a number is changed
with the Monroe Township Police Department. In the event that this
number is changed, the landlord/owner is required to notify the residents
on a timely basis. This emergency telephone number is required to
be maintained and staffed on a twenty-four-hour basis. The emergency
number shall be displayed in a conspicuous area in bold print either
at the management office, sales office or an area utilized by the
tenants/residents.

Any landlord/owner, including but not limited to a landlord/owner
of a multiple-dwelling unit, mobile home or the like, upon conviction,
is subject to a fine of not to exceed $1,000, or imprisonment in the
county jail for a period not to exceed 90 days, or both fine and imprisonment,
and each day the same is violated shall be deemed and taken to be
a separate and distinct offense.
