There shall be a Department of Public Safety, the head of which shall be the Director of Public Safety. The Department shall include the Divisions of Police and the Office of Emergency Management. In addition, the Director shall be responsible for the proper liaison with the independent fire companies and rescue squads and Municipal Court.

The Division of Police, under the direction and supervision of the Chief of Police, shall be organized in such manner and with such assignment of personnel as the Chief of Police, with the approval of the Director of Public Safety, shall order and shall consist of such personnel as may be authorized and approved in the municipal budget or by the Mayor and Township Council where appropriate. The authority of the Director of Public Safety and the Chief of Police and the organization of said department shall be set forth in Chapter 69 of the Code of the Township of Monroe.

Within the Department there shall be the Office of Emergency Management, the head of which shall be the Coordinator of Emergency Management.

The Director herein shall be the supervisor of all emergency services organizations within the Township of Monroe. All inquiries that are directed to the Township of Monroe from said organizations shall be forwarded to the Director for his/her action.
