There shall be a Department of Community Affairs. The Director of the Department shall be appointed by the Mayor with the advice and consent of Township Council. The Director shall also serve as the Supervisor of the Division of the Pfeiffer Community Center and other divisions as may, from time to time, be necessary. The Director shall act as liaison to the Veterans Affairs Office.
The Director shall:
A. 
Administer the overall operations of the Division of the Pfeiffer Community Center.
B. 
Administer the overall operations of the Division of Community Transportation Service.
C. 
Administer the Senior Citizens Recreational Center, coordinate any events pertaining thereto and act as liaison to the Senior Commission.
D. 
Administer the overall operations of the Division of Social Concerns.
E. 
Provide general office support for functions and events sponsored through the Veterans Affairs Office.
F. 
Have the authority to collect fees for programs and events as outlined in the Township's fee schedule.
The Department of Community Affairs shall be divided into four divisions: the Division of Pfeiffer Community Center, Division of Community Transportation Services (CTS), Division of Senior Citizens and Division of Social Concerns.
Within the Department of Community Affairs, there shall be a Division of Pfeiffer Community Center under the supervision of the Director. The Division shall coordinate and schedule the use of the Pfeiffer Community Center, the Carmen DiNovi Senior Building, the George E. Ruch Building and further supervise the following programs:
A. 
Gloucester County Nutrition Program.
B. 
Civic programs and events.
C. 
Organization-sponsored dances.
D. 
Township-sponsored activities.
Within the Department of Community Affairs, there shall be a Division of Community Transportation Services (CTS) under the supervision of the Director. The Division shall coordinate and schedule the community transportation service operations which consist of the following programs:
A. 
In-town shuttle bus.
B. 
Out-of-town shuttle bus.
C. 
Special trips for events and activities.
Within the Department of Community Affairs, there shall be a Division of Senior Citizens under the supervision of the Director. The Division shall coordinate and schedule events and programs for the senior citizen community which consist of the following:
A. 
Senior trips.
B. 
Recreational activities.
C. 
Senior service programs.
A. 
Within the Department of Community Affairs, there shall be a Division of Social Concerns under the supervision of the Director. The Division shall provide the following services on behalf of the Township:
(1) 
Information and referral for those who need assistance.
(2) 
Advocacy.
(3) 
Case management.
(4) 
Coordinate the delivery of food assistance with other organizations within the Township.
(5) 
Coordinate energy assistance programs.
(6) 
Assist in the coordination of obtaining health benefits through the New Jersey Kid's Care Enrollment Program and other applicable programs.
(7) 
Monitor community service programs through the Gloucester County Probation Department.
(8) 
Coordinate the availability of emergency medicine, food, clothing and furniture provisions as permitted by law.
(9) 
Assist in implementing the Toys for Tots Program and other applicable programs.
B. 
In addition to the duties referred to above, the Division shall recommend all other programs which are necessary in order to provide for the residents within the Township of Monroe.
Within the Department of Community Affairs, there shall be an Office of Veterans Affairs which shall be staffed by veteran volunteers (but not limited to) from the community. The office shall provide informational support to Township veterans, coordinate and schedule veteran events and programs which include, but are not limited to the following:
A. 
Memorial Day events.
B. 
Veteran's Day events.
C. 
Other veteran-related events.
The following is hereby established as the grievance procedure for filing a complaint and ultimately resolving the same:
A. 
All grievances shall be in written form.
B. 
The grievance complaint shall contain the name, address, telephone number, location and description of the problem which is the basis of the complaint.
C. 
All grievance complaints shall fully and clearly explain the basis of the complaint alleging discrimination on the basis of handicap.
D. 
In the event that the complainant is visually impaired or suffers from motor impairments that would prevent him from appearing at the office of the Director of Community Affairs for the filing of said complaint, the Director of Community Affairs shall conduct a personal interview with the complainant.
E. 
The complaint shall be submitted by the grievant and/or his or her designee within 30 calendar days of the alleged violation.
F. 
All grievances or complaints shall be submitted to the Director of Community Affairs of the Township of Monroe, 301 Bluebell Road, Williamstown, New Jersey 08094.
G. 
Within 15 working days from the receipt of the complaint, the Director of Community Affairs shall respond, in writing, to the complainant. The response shall offer a resolution to the problem and shall explain the position of the Township of Monroe with respect to the same.
H. 
In the event that the Director's response is not satisfactory to the complainant, the complainant may, within 15 days from the receipt of the Director's response, request a hearing before the Township Council to present the grievance.
I. 
The Township Council shall, within 30 days, establish a hearing date for the complaint and shall, within 30 days after such hearing, submit a written final resolution of the complaint as suggested by the Township Council.
J. 
All complaints received by the Director and any ultimate disposition of the same by the Township Council of the Township of Monroe shall be retained in the office of the Director of Community Affairs for a period of three years.
K. 
All documents pertaining to handicap grievance complaints and any subsequent responses thereto shall be made available to all appropriate federal agencies upon request.
