The provisions of Subtitle I of Title 39 of the New Jersey Statutes Annotated shall be applicable to certain private and semipublic premises described in Schedule XXIV (§
267-57), attached to and made a part of this chapter.
No person shall park a vehicle for longer than the time limit shown in Schedule XXV (§
267-58) at any time between the hours listed in said Schedule XXV of any day, unless otherwise indicated, upon any areas of the municipal parking lot described in said Schedule XXV, attached to and made a part of this chapter.

All of the parking areas on private and public
property containing 25 or more parking spaces shall be designated
as "All vehicles must be parked within the spaces marked," and said
property owner shall provide signs in conformance with the current
Manual on Uniform Traffic Control Devices for Streets and Highways.

A. Definitions. In applying and interpreting this section,
the following definitions shall be used:
HANDICAPPED PARKING SPACES
Those spaces which are identified with a clearly visible
sign displaying the appropriate symbol for the handicapped and with
the following wording "Handicapped Parking Only" and designation of
penalty for violation to be placed on the sign or parking space.
HANDICAPPED PERSON
Includes any person with any physical impairment which causes
that person to walk with difficulty or insecurity, or any other injury,
impairment or disability (temporary or permanent), such as blindness,
crippling disease or amputation of either or both legs or of parts
of either or both legs or of either or both arms.
HANDICAPPED PERSON PERMIT
A form issued by the Township of Monroe, the Monroe Division
of Police, New Jersey Division of Motor Vehicles or other designated
official stating that the holder of such "handicapped person permit"
is a handicapped person within the meaning of this section and which
complies with the required format.
OFFICE BUILDING
A building or structure of more than 10,000 square feet of
gross floor area wherein commercial or business activity or services
is performed or a profession is practiced in all or the majority of
such building or structure.
PUBLIC BUILDING
Any new or remodeled building, structure, facility or complex
used by the general public, including but not limited to theaters,
concert halls, auditoriums, museums, schools, libraries, recreation
facilities, public transportation terminals and stations, factories,
office buildings, business establishments, passenger vehicles services
stations, shopping centers, hotels or motels and public eating places
constructed by any state, county or municipal government agency or
instrumentality or any private individual, partnership, association
or corporation, with the following exception: one- to four-family
private residences; warehouse storage areas; and all buildings classified
as hazardous occupancies. As used herein "hazardous occupancy" means
the occupancy or use of a building or structure or any portion thereof
that involves highly combustible, highly flammable or explosive material
or which has inherent characteristics that constitute a special fire
hazard.
REMODELED BUILDING
With respect to an existing public building, as defined in
this section, to construct an addition, alter the design or layout
of said public building so that a change or modification of the entrance
facilities, toilet facility or vertical access facilities is achieved
or make substantial repairs or alterations as defined by N.J.S.A.
52:32-6.
B. Designation of spaces.
(1)
Location of handicapped parking spaces. Handicapped
parking spaces shall be provided at the Monroe Township Municipal
Building, recreational facilities and all other public buildings constructed
by the Township of Monroe and at all other public buildings constructed
by other owners where said owner has voluntarily agreed to provide
handicapped parking spaces or where the Township Council has required,
by proper resolution, that the owner provide such spaces.
(2)
Only handicapped persons may park in designated
areas. No person shall park, stop or stand a motor vehicle at any
time in any area designated as reserved for the benefit of physically
handicapped individuals unless such person is a handicapped person
or is driving such handicapped person for the handicapped person's
benefit.
C. Placement of snow, ice or other debris.
(1)
No owner or operator of premises having parking
spaces reserved for handicapped drivers and no tenant, contractor
or other person may block access to such parking stalls reserved for
handicapped drivers by the plowing, piling or placement of snow, ice
or other debris.
(2)
Any owner, operator or tenant who violates this
section shall be asked to remove the snow, ice or other debris or
shall be billed for the cost of said removal by the Township. This
does not preclude any additional fines which may be assessed pursuant
to the within ordinances.
D. Enforcement; violations and penalties.
(1)
The terms and provisions of this section shall
be enforced by the Monroe Township Division of Police and such other
persons as the Mayor may designate to enforce this section. The Mayor
shall be required to file the name or names of any persons so designated
by him to enforce this section with the Clerk of the Township of Monroe,
who shall maintain a permanent log of the persons or persons so designated.
These individuals shall serve at the pleasure of the Mayor.
(2)
The Mayor shall be required, upon the termination
or resignation of any person or persons so designated to act as an
enforcing officer herein, to so advise the Township Clerk of that
person's resignation or termination, which the Clerk shall so note
on the permanent log. The term of any person or persons designated
to serve as enforcing officer, notwithstanding any other provisions
of this section, shall terminate as to the expiration of the term
of the Mayor.
(3)
Violations and penalties. Anyone who shall violate
any of the provisions set forth in this section shall be liable for
a fine of $100 and/or up to 90 days' community service or such terms
and in such form as the court shall deem appropriate, or any combination
thereof.

A. No person shall stand, stop or park a vehicle or cause obstruction
to a fire lane or fire zone.
B. The provisions set forth in this section may be enforced by the Monroe
Township Police Department and/or any Fire Chief and/or one designee
of the recognized fire departments within the Township of Monroe.
C. Enforcement; violations and penalties.
(1)
The terms and provisions of this section shall be enforced by
the Monroe Township Division of Police and/or any Fire Chief and/or
one designee of the recognized fire departments within the Township
of Monroe.
(2)
Violations and penalties. Anyone who shall violate any of the
provisions set forth in this section shall be liable for a fine of
$100 and/or up to 90 days' community service or such terms and in
such form as the court shall deem appropriate, or any combination
thereof.
