The Department shall be headed by a Chief who shall be qualified by education and experience.

The Department shall perform or supervise all appropriate functions associated with:
A. 
Fire fighting.
B. 
Fire prevention.
C. 
Rescue services in cooperation with any organized rescue squad.
D. 
Communication systems.
E. 
Custodial maintenance of fire facilities.
The Department shall be organized pursuant to plan approved as provided in Article VI, § 3-22.
