For brevity and ease of communication, this
chapter may be cited as the "Town of Albion Sewer Use Law."
The general purpose of this chapter is to provide
for efficient, economic, environmentally safe and legal operation
of the Town of Albion Sewer System and the Village of Albion Municipal
Industrial Pollution Control Facility, hereinafter cited as "Town
and village sewer systems."
The specific purposes of this chapter are as
follows:
A. To prevent the introduction of substances into the
Town and village sewer systems that will:
(1) Interfere with the Town and village sewer systems
in any way.
(2) Pass through the Town and village sewer systems to
the state's waters and cause contravention of standards for those
waters or cause violation of the Town of Albion State Pollution Discharge
Elimination System (SPDES) permit.
(3) Increase the cost or otherwise hamper the disposal
of Town and village sewer system sludge and/or residuals.
(4) Endanger municipal employees.
(5) Cause air pollution or groundwater pollution, directly
or indirectly.
(6) Cause, directly or indirectly, any public nuisance
condition.
B. To prevent new sources of infiltration and inflow
and, as much as possible, eliminate existing sources of infiltration
and inflow.
C. To assure that new sewers and connections are properly
constructed.
D. To provide for equitable distribution to all users
of the Town and village sewer systems of all costs associated with
sewage transmission, treatment and residuals disposal, and to provide
for the collection of such costs.
This chapter shall apply in all areas of the
Town of Albion outside of the Village of Albion and within Town sewer
districts.
