When a credit is given upon the sale of village property for the consideration
of money, or any part thereof, the Board of Trustees is hereby authorized
to take in its corporate name such security by note and mortgage or otherwise
for the payment thereof, as it shall deem best, and shall hold the same as
a corporation and account therefor to its successors in office and the public
in the manner it is now or hereafter required by law to account for moneys
received by it; and the Board and its successors may, in the name of its office,
sue for and recover the moneys due and unpaid upon any security so taken by
it or its predecessors.
The village shall have the power, either individually or jointly with
one or more municipal corporations, to apply for, accept and expend funds
or property made available by the federal government, either directly or through
the state, pursuant to the provisions of any federal law which is not inconsistent
with the statutes or Constitution of this state, in order to administer, conduct
or participate with the federal government in programs relating to the general
welfare of the inhabitants of the village. This village is authorized to appropriate
and expend such funds or property as is required to administer, conduct or
participate in any such programs and may perform any and all acts necessary
to effectuate the purposes of any such programs.
