No unauthorized person shall uncover, make any connections with or opening into, use, alter or disturb any public sewer or appurtenance thereto or disconnect or discontinue the use of the lateral without applying for and obtaining a written permit from the Superintendent of Public Works, the Board of Trustees or its designee, the form of which shall be determined by a resolution of the Board of Trustees.
A permit fee as set by resolution of the Board of Trustees from time to time will be required with each application (see Chapter A246). The Superintendent of Public Works or his agent shall note each connection inspection that was made while the sanitary sewer was exposed.
All work is to be done in accordance with this Article. Notice must be given the Superintendent of Public Works by the owner or his agent when the work is ready for inspection, and no part of the work shall be covered until it has been examined, tested and approved by the Superintendent of Public Works or his representative.
The Superintendent of Public Works or his representative, in the discharge of his duties and the enforcement of this chapter and for the purpose of inspection, may enter lawfully upon the properties and the buildings thereon within the Village of Colonie or connected to the Village of Colonie sewer system.
House sewers installed on and after the effective date of this chapter must be at least six inches in diameter.
No opening shall be made into the sewer system except in the presence of the Superintendent of Public Works or his designee.
No water which shall gather in house sewer excavations shall be discharged into the sewer system.
Drainage of roof and storm water into the sewer system is prohibited.
Cellar drains may not be connected with the sewer system.
Old building sewers may be used in connection with new buildings only when they are found, on examination and test by the Superintendent of Public Works, to meet all the requirements of this chapter.
A. 
Building sewers. The size, slope, alignment and materials of construction of a building sewer and the methods to be used in excavating, placing of the pipe, jointing, testing and backfilling the trench, except where specifically set forth in this Article, shall be governed by the regulations of the Superintendent of Public Works in effect at the time the permit for a sewer connection is issued, provided that such connection occurs within one year of the issuance of the permit. In the absence of such regulations or in amplification thereof, the materials and procedures set forth in the appropriate specifications of the State Uniform Fire Prevention and Building Code, the American Society for Testing and Materials, the Water Pollution Control Federation Manual of Practice No. 9, as amended, and the Albany County Health Department shall apply.
B. 
Sanitary sewer extensions. The size, slope, alignment and materials of construction of a sanitary sewer extension and the methods to be used in excavating, placing of the pipe and appurtenances, jointing, testing and backfilling the trench, except where specifically set forth in this Article, shall be governed by the regulations of the Superintendent of Public Works in effect at the time the permit for a sewer extension is issued, provided that such extension occurs within one year of the issuance of the permit. In the absence of such regulations or in amplification thereof, the materials and procedures set forth in the appropriate specifications of the State Uniform Fire Prevention and Building Code, the American Society for Testing and Materials, the Water Pollution Control Federation Manual of Practice No. 9, as amended, and the Albany County Health Department shall apply.
C.

Whenever possible, the building sewer shall be brought to the building at an elevation below the basement floor. In all buildings in which a building drain is too low to permit gravity flow to the public sewer, sanitary sewage carried by such building drain shall be lifted by an approved means and discharged to the building sewer.
All excavations for building sewer installation shall be adequately sheeted and graded with barricades and lights so as to protect the public from hazard. Streets, sidewalks, parkways and other public property disturbed in the course of the work shall be restored in a manner satisfactory to the Board of Trustees. In the event that such public properties are not restored in a manner satisfactory to the Superintendent of Public Works or the Trustees of the Village of Colonie, written notice specifying the corrective steps required will be issued to the owner of the property for which the connection was made, and if, within 10 business days, such steps have not been taken by the property owner, they will be undertaken by the Village of Colonie. The cost of such corrective steps to the Village of Colonie shall be added to the sewer rent charged to the property owners.
