No person shall operate or permit to be operated in the Village of Colonie a taxicab which is not licensed under the provisions of this chapter.
No person shall operate a taxicab in the Village of Colonie without first securing a license under the provisions of this chapter.

Any license issued under this chapter shall expire at midnight on the 31st day of May succeeding its issuance. Any license previously issued under this chapter prior to May 31, 2015, shall expire at midnight on the 31st day of May, 2015. This provision shall take effect immediately upon filing with the Department of State and shall apply retroactively to all licenses issued prior to May 31, 2015.
No application for a taxicab license shall be issued unless proof of financial responsibility, as provided by the Vehicle and Traffic Law of the State of New York, is first given.
No taxicab license or taxicab driver's license shall be issued to a person who has been convicted of a felony.
No vehicle licensed as a taxicab shall be parked upon any street or highway in the village, except in such areas as may be previously designated by the Board of Trustees for that purpose.
No taxicab owner or driver, while awaiting hire by passengers, shall cruise or solicit while driving upon the public streets. Every such owner or driver, while soliciting passengers for hire for a taxicab parked or standing upon any public street, shall remain inside said vehicle or upon that portion of such public street lying directly along the side, front or rear of such vehicle or such other place or places as may, from time to time, be designated.
The fee for each license to operate a taxicab business, the fee for the licensing of each vehicle as a taxicab and the fee for each individual taxicab driver's license shall be as set by resolution of the Board of Trustees, from time to time.
The Village Board may, by resolution, limit the number of licenses for taxicab businesses, taxicab drivers' licenses and licenses for vehicles to be operated as taxicabs which may be issued by the Village Clerk. The Village Board also may provide, by resolution, that the holders of licenses shall be preferred or have priority in the issuing of licenses.
Any taxicab license or taxicab driver's license may be suspended or revoked at any time, for cause, by the Village Board. Upon any such suspension or revocation, the holder of such license shall immediately surrender the same to the Village Clerk. The suspension or revocation of such licenses for cause shall include but shall not be limited to the use of any licensed vehicle for immoral or illegal purposes, the violation of any ordinances or state law governing the operation of a motor vehicle and the conviction of any licensee of a felony.
Each operator of a taxicab business must keep a record of the place where each fare was picked up and the destination to which said fare was delivered. Said records shall be kept at the place designated in the application for license as the principal office of said taxicab business and shall be subject to the inspection of the Board of Trustees or its designee or any law enforcement agency at any time without prior notice.
None of the licenses issued hereunder may be transferred to any other person, organization or vehicle.
A. 
Each and every violation of any of the provisions of this chapter shall be punishable by a fine not to exceed $250 and/or by imprisonment for not more than 15 days.
B. 
In the case of continuing violation of this chapter, each day that such violation exists shall constitute a separate and distinct violation.
