The purpose of this chapter is to protect persons
and property within the Village by regulating installations in and
upon buildings and other structures of electrical wiring, cables,
apparatus, fittings, appliances and equipment, and by regulating installations
for the service of electrical current by any electric utility corporation
or private electrical generating plant.

Unless otherwise expressly stated in the National Electrical
Code (NEC), the following words and terms, whenever used in this chapter,
shall, respectively, be deemed to refer to, mean and include that
hereinafter stated:
APPROVED
Approved by the Electrical Inspector.
BUILDING
A building, structure, pole, fence, highway or any open space
within, outside or on which there is any electrical installation.
DWELLING
A building designed or used exclusively as the living quarters
for one or more persons.
DWELLING UNIT
A dwelling or portion thereof providing complete living facilities
for one family.
ELECTRICAL INSPECTOR
The duly appointed officer of the Village of Hempstead (or
any duly appointed deputy of said officer) charged with making inspections
necessary to enforce this chapter.
LICENSE
A master electrician's license issued by the Mayor and countersigned
by the Village Clerk of the Village of Hempstead.
LICENSE BOARD
The Electrical License Board of the Village of Hempstead.
MASTER ELECTRICIAN
An individual, member of a partnership, association or corporation
duly qualified and licensed by the Village to engage in installing,
altering or repairing electrical wiring, apparatus, fittings, appliances
or equipment for light, heat or power in or on a building.
OUTLET/RECEPTACLE
A point or place on the wiring system at which current is
taken to supply or control fixtures, lamps, heaters, motors and current-consuming
equipment generally, and all switch outlets.
OWNER
The owner, tenant, lessee, consumer or occupant, or the duly
appointed agent of same, of a building, as herein defined, in which
there are electrical installations.
VILLAGE
The Incorporated Village of Hempstead.
The Board of Trustees shall appoint an Electrical
Inspector, who shall be a duly qualified master electrician in the
Village of Hempstead.
The provisions of this chapter shall be held
to be the minimum requirements for the promotion of the health, safety
and general welfare of the Village. It is not intended by this chapter
to repeal, abrogate or annul or in any way impair or interfere with
any existing provisions of any other law or ordinance or with any
rules, regulations or permits previously adopted or issued relating
to the use of buildings or premises. The most restrictive requirements
of this Code shall apply, and wherever the requirements of this chapter
are at variance with the requirements of any other lawfully adopted
laws, rules, regulations or ordinances, the most restrictive provision
shall apply. The Electrical Inspector or any duly appointed deputy
supervising the enforcement of this Code shall have the responsibility
for making interpretations of the rules, for deciding upon the approval
of equipment and materials and for granting the special permission
contemplated in a number of the rules.
This chapter shall apply to all electrical wiring,
apparatus, fittings, appliances and equipment used for the transmission,
distribution or utilization of electrical energy now or hereafter
installed within or upon any building, except fuse renewals, incandescent
lamps or portable appliances which, together with their cables and
attachments, have been approved by a testing laboratory recognized
by the Superintendent of the Building Department.
All electrical wiring, apparatus, fittings,
appliances and equipment now installed or hereafter installed within
or upon a building shall conform in all respects to this chapter.

A. Compliance of installation with standards; certificate of approval
required. All electric work, electric wiring and materials for light,
heat or power and all lighting fixtures, apparatus or appliances for
furnishing light, heat or power shall be installed in compliance with
the requirements and regulations in the then-current issue of the
National Electrical Code. No such wiring, materials, apparatus, fixtures
or appliances shall be placed in use until a certificate of approval
is obtained from the Village Electrical Inspector.
B. All new electrical work requiring open wall rough inspection cannot
be energized prior to an approved electrical inspection.
