The Board of Trustees shall have the power to
issue, suspend and revoke plumbing licenses.
No person shall install, alter or repair, or
cause to be installed, altered or repaired, any plumbing installation
within the scope of this chapter except a person holding a master
plumber's license as a registered plumber of the Village or a person
employed by the holder of such a license, except that this chapter
shall not apply to any employee of the State of New York or any political
subdivision thereof when actually employed on the official business
of said municipality.
An applicant for a master plumbing license shall
have attained at least 21 years of age and have at least five years'
experience as a journeyman plumber.
All applications for master plumbing licenses
shall be made to the Plumbing Inspector in such form as he may, from
time to time, prescribe. The application shall be referred to the
Board of Plumbing Examiners, which shall promptly investigate and
report to the Board of Trustees as to the fitness of the applicant
and make a recommendation concerning the application.
A.
Name of licensee. An application for a master plumber's
license may be made in the name of an individual, partnership or corporation,
but the name of the licensee must, in each case, be that of the individual
who executes the application and meets the other requirements of this
chapter.
B.
Identity of applicant. Each application for a master
plumber's license shall be verified under oath and shall set forth
the full name, place of residence, business address and telephone
number of such applicant, and if the applicant is a partnership or
corporation, the foregoing information shall be provided for each
partner or each officer. An applicant on behalf of a partnership or
corporation shall be a partner or officer of said entity.
A.
Photographs. All applications for licenses under this
chapter shall be accompanied by two photographs of the applicant taken
not more than 60 days before the submission of the application, which
photographs shall be two inches by two inches showing the head and
shoulders of the applicant. One photograph shall be affixed to the
application and the other to the renewal record card.
B.
Certificate of registration. Where an applicant intends
to conduct business under an assumed name, trade name or partnership,
there shall be filed, together with the application, a certified copy
of the certificate of registration of such name as required by appropriate
laws of the State of New York.
C.
Certificate of incorporation. Where an applicant is
a corporation, there shall be submitted, together with the application,
a certified copy of the certificate of incorporation, a certified
copy of the certificate of assumed name, if any and a statement giving
the name and residence address of each of the officers of the corporation.
Immediate notice in writing shall be given the Board of Plumbing Examiners
of any change in the identity of such officers or any change in their
addresses.
D.
Certificate as to workmen's compensation. An applicant
who has any employees shall submit with the applications for plumber's
licenses a certificate of workmen's compensation insurance as required
by appropriate laws of the State of New York.
E.
Examination fee. All applications for a plumber's
license shall be accompanied by a nonrefundable examination fee of
$25.
An applicant who qualifies for a plumber's license
shall pay an annual fee of $75, which shall not be prorated, and shall
supply and maintain a surety and street opening combination bond with
a company approved by the Village in the amount of $2,000 for faithful
and complete compliance with the Plumbing Code of the Village.[1]

A.
No license shall be effective until issued by the
Village Clerk and countersigned by the Chairman of the Board of Plumbing
Examiners or the Plumbing Inspector.
B.
Exception. Any person holding a valid certificate
of competency or license to conduct the business of an employing or
master plumber duly issued by any municipality which is a party to
the Tri-Town Reciprocal Agreement, upon presentation of a certified
copy of same to the Village of Hempstead, shall be deemed to be competent
to conduct that business in the Incorporated Village of Hempstead,
New York, and shall not be required to obtain a certificate of competency
from the Examining Board of Plumbers of the Incorporated Village of
Hempstead, New York; however, he/she must comply with and shall be
subject to and bound by all other provisions and requirements of this
Code and by the rules and regulations adopted pursuant thereto.

A plumbing license shall be issued for the calendar
year in which issued.
A.
Charges. The annual license renewal fee shall be $75.
In the event that the holder of a license does not apply for a renewal
of the license before the 31st day of January following the expiration
of his or her license, said license shall be deemed to have expired
and may be renewed upon payment of $150 if application for renewal
is made within one year from the date of expiration. Renewal applications
made more than one year after the date of expiration shall be accompanied
by a fee of $250.

B.
Failure to receive notice, bill. Failure to receive
notice of renewal or bill shall not relieve the licensee from the
provisions of this section and shall not constitute a waiver by the
Village of any of its rights or powers hereunder.
Renewals of licenses of plumbers entering the
Armed Forces or Merchant Marine of the United States shall be extended,
without charge, to include the year of discharge from such service.
The name of the licensee and the address thereof
shall be inscribed upon the sides of any vehicle used in connection
with the licensed activity when working within the Village; such inscription
may be a metallic or plastic sign with magnetic attachment or permanently
painted on the vehicle.
No certificate of competency shall be issued
to any applicant until he has been examined by the Board of Plumbing
Examiners and said Board has approved the issuance of such certificate.
