Membership is made up of five classes: active,
exempt, honorary, civil and life member. No new active members shall
be voted upon unless the number of active members shall be less than
the quota determined by the membership.
A.
Any person desiring to become a member of this Company must be at least 16 years of age and a resident of (this Company's protection area). He/she shall file an application over his/her signature and the signature of a permanent member (in good standing), together with an initiation fee of $10, plus yearly dues of $25 that will total $35 (for applicants between the ages of 16 and 18 years of age, see § 15-11 of this article). The dues portion of the application fee shall be returned to the applicant should he/she forfeit his/her application. The application shall be read by the Secretary at a regular meeting and referred to the Executive Committee, which shall report its recommendations to the membership. Prior to the interview of the Executive Board, the applicant is required to have a complete physical, with the results being made available to the Executive Board. An active member in good standing will only be permitted to propose one applicant per annum.

B.
It is the responsibility of the Executive Board to
diligently complete a reference check, drivers license status check
and any previous firematic association prior to its recommendation
to the general membership. Should the application come within the
quota set by the membership, it should then be referred to the next
regular meeting, when a ballot shall be taken. A majority of negative
votes will reject the application. Said application shall not be renewed
until six months has elapsed. The name of any candidate may be withdrawn
prior to being voted on by the Company at the request of the member
proposing the same.[1]

Junior members will be overseen by one civil
and one firematic officer. To qualify for a junior membership, a person
must be between the ages of 16 and 18. An application must be signed
by a parent or guardian accompanied by an application fee of $15.
Junior members will not be given a key. Junior members will be allowed
in the firehouse only when a senior member is present and must leave
before restricted hours, unless authorized by an officer. Restricted
hours will be 9:00 p.m. on a school night or 11:00 p.m. on weekends
and nights when school is not in session the next day. Junior members
will not respond to fires during school hours. Junior members will
be required to meet the number of drills, fires (although shall not
enter into any burning structure for any reason) and meetings in accordance
with the Service Award Program. All other requirements will be the
same as senior active members. Junior members must present their latest
report card at review and must maintain an overall C average. A junior
member is considered on probation until turning 18 years of age and
will not be permitted to vote. At the age of 18, junior members must
be voted into active membership at the monthly meeting. If a junior
member has served at least one year in good standing in junior membership,
the probationary period will be waived. At no time will a junior member
be allowed to handle or consume alcoholic beverages. Junior members
shall not go into a burning building or it will be a case for immediate
dismissal. A junior member applicant's parent/guardian must sign the
book when the junior member does.
A.
Upon election to the Mombasha Fire Company Inc., the
person so elected shall sign the bylaws and become bound thereby.
The election to the Mombasha Fire Company, Inc., and the signing of
the bylaws shall not entitle the person so elected and so signing
the bylaws to permanent membership. On the contrary, the party so
elected and so signing shall be known as a probationary member, and
as such shall be on probation for a period of one year with review
by the Executive Board, at six months and 12 months as to whether
he/she has complied with the requirements of a probationary member.
During the one-year probationary period it is compulsory that the
probationary member shall complete training in Essentials and any
other mandated or governmental required training, attend at least
eight meetings, 14 fire drills or the full number of meetings and
fire drills if the number be less than specified, and at least 10%
of the fires, and shall serve on committees when notified by the President.
These percentages may be excused if the probationary member is actively
completing the mandated courses and attempting to make as many fires,
drills, and parades as possible, without placing an undue time burden
on the probationary member. The Executive Board will review the probationary
member's status at the required intervals and make a recommendation
of standing to the membership. For failure to do the aforesaid, the
probationary member shall be automatically dismissed.

B.
Probationary members cannot hold office but may participate
and vote at meetings with the exception of voting on new members or
Line Officers. They may be appointed on committees but not as Chairpersons.

C.
At the expiration of the one-year probationary period,
the probationary member shall become a permanent member, as is not
bound by the compulsory requirements of the probationary period, and
the one-year probationary period counts on his/her five-year certificate.
A.
A person who has faithfully actually performed service
in the protection of life and property from fire within the territory
immediately protected by the Company for five consecutive active years
and has received a five-year exempt certificate from the Company,
signed by the President, Chief and Secretary of the Company, may become
an exempt fireman. To be eligible for a five-year exempt certificate,
a member must be in good standing at the time of his/her request.
B.
Any active member, upon written request, who has served
the time prescribed by law in this Company and received an exempt
certificate shall be eligible to an exempt membership in this Company.
This honor shall be conferred upon no other person. Should an exempt
member desire to be transferred to the active or civil membership
roll, an application shall be resubmitted to the Company. Such application
shall have preference over new applications for membership.
An honorary member is a person who has made
a major contribution for the betterment of the Mombasha Fire Company,
Inc., or our community. Any person residing anywhere may become an
honorary member by a vote similar to that required to elect an active
member. He/she shall enjoy all privileges of attending the annual
dinner, meetings and other social functions.

An active member who has faithfully performed
service in the protection of life and property within the territory
immediately protected by this Company for 20 active years becomes
a life member fireman. Any fireman so named shall be a paid-in-full
active member. He/she is entitled to any and all privileges of an
active member at no cost and having no yearly compulsory requirements.
A.
Civil members shall have a membership quota of 25
persons. To qualify for membership as a civil member you must have
been a resident of our fire protection area for one year before applying
for membership. To become a civil member a person must submit an application
and be sponsored by an active or civil member in good standing of
the Company. The applicant must be at least 18 years of age. The applicant
will be interviewed by the appropriate committee and then be voted
on by the entire membership.
B.
Duties and functions of a civil member.
(1)
A civil member shall have the right to hold a civil
office in the Company after serving out a one-year probation period.
A civil member may vote on any matter pertaining to the nonfirematic
functions of the Fire Company. He/she will not vote on firemen who
apply for active membership or the type of equipment we might wish
to purchase. A civil member will at no time ride or work on any equipment
owned by the Village of Monroe. No civil member is eligible for the
status of life member.

A probationary civil member is subject to review by
the Executive Board at the end of his/her first year.
(4)
A civil member who meets all his/her requirements
may attend all Company functions. Failure to meet these requirements
will mean that the civil member must pay his/her way to these functions,
i.e., dinners, picnics, Company-paid social activities, etc.
(5)
Failure to comply with the requirements for two consecutive
years after review and recommendation by the Executive Board will
be grounds for expulsion from the Mombasha Fire Company, Inc.
