The Chairman of the Board of Supervisors and Secretary are authorized
to enter into the Joint Articles of Agreement for the establishment of a Montour
County Council of Governments UCC Board of Appeals. A copy of said agreement
is attached hereto as Exhibit A.[1]

The purpose of the agreement is to create and establish the Montour
County Board of Appeals to provide a process for the resolution of code grievances
derived from the decision of the Code Official in order to ensure the health,
safety and general welfare for the citizens for the Montour County Council
of Governments region.
