All lots, houses, buildings and structures in the Town shall be numbered in accordance with the following plan:
A. 
Main Street shall be divided into East Main Street and West Main Street at the intersection of State Route 208 and Main Street, and the numbers shall be assigned to each division beginning at said intersection. Even numbers shall be on the south side of Main Street, and odd numbers shall be on the north side of Main Street.
B. 
All other streets shall have even numbers on one side and odd numbers on the opposite side in a uniform manner as designated by the Town Manager.
C. 
There shall be assigned sufficient numbers for lots on each street so as to allow for the designation of numbers to new buildings constructed in the future.
The Town Manager shall keep a chart showing the proper street number of every lot in the Town, which shall be open to inspection by anyone interested.
It shall be the duty of the owners and occupants of every house, building and structure in the Town to have placed thereon, in a place visible from the street, figures at least three inches high, showing the number of the house, building or structure. Any person, firm or corporation failing to so number any house, building or other structure occupied by him or if, after receiving notice to do so from the Town Manager, shall continue in his failure to so number such house, building or structure shall be charged $1 for each day during or on which a failure to so number continues.
The charge for failure to so number any house, building or other structure shall be paid by the owner of such property and may be collected by the Town as taxes and levies are collected.
Every charge authorized by this chapter with which the owner of any such property shall have been assessed and which remains unpaid shall constitute a lien against such property.
