A. 
The Town Council shall, from time to time, fix a connection fee for making connections to the public water within the Town. A copy of the schedule of such connection fees shall be maintained on file in the office of the Town Manager, and such fee shall be payable before such connection to the public water.
B. 
Except as hereinafter specifically provided, the amounts of the water connection fee are based upon the connection fees in effect on the date of issuance of a valid building permit (from the County of Louisa) or where no new construction is contemplated the date of issuance of a valid zoning certificate (from the Town of Louisa) for new or altered service.
C. 
Upon payment of the connection fee, the Town Manager, subject to the provisions of this chapter, shall issue a connection permit.
D. 
A "connection" is defined as the physical connection of the structure interior plumbing to the utility main line that has been inspected and approved by the Louisa County Building Official and the Town of Louisa Town Manager or his representative.
E. 
This § 160-37, as amended, shall not be applicable to applications for connection to the public water system made, or connection permits issued prior to, the date of adoption of this § 160-37, as amended.
Any other provision of this article to the contrary notwithstanding, any person making a connection to a Town water main for a sprinkler system or other fire protection system shall pay the entire cost of the service main, valves, meters and meter vault.

Should application be made for a connection to property in the Town where there is no water main in an adjoining street or right-of-way, such application shall not be acted on by the Town Manager but shall be postponed until the next meeting of the Town Council, which shall determine whether such water main should be constructed and the amount to be charged to the applicant for such construction, provided that such charges shall be in addition to the connection fee and the rates for the use of water provided for herein.

Each application for a connection to property outside the corporate limits which involves the construction of a water main or involves the construction of a branch pipe of such length and in such a location that there is a possibility of future connections to such branch pipe shall be referred by the Town Manager to the Town Council, which shall consider the project and determine whether such project should be undertaken and shall determine the cost to be charged to the applicant for such project, provided that such charge shall be in addition to the connection fee and the rates for the use of water provided for herein, and provided, further, that no such extensions to the Town water system outside of the Town limits shall be undertaken until the statutory notice has been given to the appropriate governing body of the county in which the extension is contemplated.

The Town Council shall, from time to time, fix the rates to be paid for the use of water supplied from the Town's waterworks, a copy of a schedule of such rates to be maintained on file in the office of the Town Manager.
