The plan shall be used to pay benefits as provided in the plan.
Expenses of administering the plan as are authorized by the Board
and approved by the Council will be borne directly by the Town. No
part of the principal or income of the plan shall in any event be
used for or diverted to purposes other than those provided in the
plan, and no benefits shall be paid out of the plan without prior
authorization by the Board or by the Town Manager acting for the Board.
