As used in this chapter, the following terms shall have the meanings indicated:
OUTDOOR ADVERTISING BILLBOARDS
Outdoor billboards, signs and devices used solely for advertising services or products having no relation to the property on which the billboards are located.
Outdoor advertising billboards are found to be detrimental to the public interest and safety in the following respects:
A. 
Outdoor advertising billboards are distracting and, when located along the highways, constitute a traffic safety hazard.
B. 
Outdoor advertising billboards are aesthetically offensive and impair and are detrimental to the environment and to the enjoyment of the environment by the public.
C. 
The existence of outdoor advertising billboards within the Town contravenes the efforts of the Town and its residents to beautify the Town.
No outdoor advertising billboards shall be erected or maintained within the Town on and after the first day of July 1977.
The following signs and devices shall be excepted from the provisions of this chapter, and this chapter shall not be found to apply to such uses:
A. 
Official signs or notices required or authorized by law.
B. 
Signs identifying or describing the nature of the activities conducted on the property on which the sign is located, to include identifying or describing the property, its occupants, products sold or services rendered.
C. 
Directional signs reasonably required and in compliance with the Town Zoning Regulations.[1]

D. 
Temporary signs advertising events carried on in the Town of Farmington for charitable purposes.
E. 
Signs advertising the sale or lease of the property on which they are located which comply with the requirements of the Town Zoning Regulations.
The violator of any provision of this chapter shall be subject to a penalty for such violation in an amount not to exceed $100 and each day that such violation continues shall be a new and separate violation.

This chapter has been specifically designated for enforcement by citations issued by designated municipal officers or employees, and the citation hearing procedure established by Chapter 91 of the Farmington Code shall be followed.
