A. 
The Town Manager of the Town of Farmington be and he hereby is authorized and directed to inspect or cause to be inspected from time to time any and all sidewalks located within the Town and to order the repair or replacement of any sidewalk which any such inspection may disclose to be defective.
B. 
Such order shall be mailed certified mail, return receipt requested, to the record owner of the property upon which such defective sidewalk shall be situated, shall be directed to him at his address as of record appears and shall specify a date not less than 30 days from the date thereof prior to which the order must be complied with within such specified time, except that said order may be extended for a period of 30 days by the Town Manager upon good cause shown.

The Town Manager is hereby authorized to contract publicly or privately for such repairs or replacements as such order shall have specified, and the costs thereby incurred, together with interest at the rate per annum authorized by law in the case of delinquent property taxes, shall constitute a debt of such owner to the Town of Farmington and shall constitute a lien of such premises from the date incurred until paid and may be collected by any means provided by law for the collection of any tax due to the Town.
