Section 29-320 of the General Statutes of Connecticut, as amended, and regulations governing the storage, use and transportation of flammable liquids shall apply to all fuel oil lines coming within the scope of this article.
The minimum depth of a fuel oil line in any street within the Town shall be four feet.
A certified plan of the proposed layout of fuel oil lines in streets within the Town shall be filed and approved by the Town Engineer prior to commencement of construction of said fuel oil line.
The installation of fuel oil lines in streets within the Town and the backfilling operation relating to the same shall be performed in accordance with regulations of the Town of Farmington pertaining to construction of roads and shall be approved by the Town Engineer.
Upon completion of the installation of the fuel oil lines in streets within the Town, complete plans of the layout and construction of said fuel lines bearing a certificate that said fuel lines were constructed as shown on said plan shall be filed with the Town Engineer on reproducible paper or cloth.

Prior to final approval of the installation of said fuel oil lines and prior to acceptance by the Town of any streets in which are located such fuel oil lines, a cash deposit or a corporate surety bond issued by a surety company licensed to do business and having a place of business in the State of Connecticut or such other security deemed satisfactory by the Town Council in an amount of $25,000 shall be delivered to the Town Manager to guarantee the proper rebuilding and resurfacing of any Town street in which excavations may be required to be made to repair or maintain said fuel oil line. Said bond or such other security as is posted shall be for a period of five years, at the end of which time such security shall be renewed for additional periods of five years each, and no owner, developer or supplier of oil shall be authorized to supply oil or to service such facility until such security has been duly filed and accepted by the Town. In the event that the maintenance or repair of said fuel oil line requires excavation into a Town street, the Town shall have full recourse against such security filed with the Town if the street has not been restored to a reasonable condition as approved by the Town Engineer within a reasonable period after completion of the repairs or maintenance.

No excavation shall be made in a Town street at any time unless, prior thereto, a certificate of insurance has been filed by the party responsible for such excavation making the Town of Farmington an insured under said party's insurance coverage and protecting the Town against liability of any nature whatsoever arising from such excavation in an amount of not less than $500,000 for bodily injury per person and in an amount of not less than $50,000 for property damage.
The owner/operator of the fuel systems governed by this article shall submit on an annual basis to the Town Engineer certification of the integrity of such system. This certification shall be prepared by an independent consulting laboratory, shall describe the testing methods used and shall contain the conclusions of the consultant as to the condition of the system. Such reports shall be submitted on or before July 1 of each year.
