When any vehicle shall be parked in any space
alongside of or next to where there is located a parking meter, the
operator or driver of said vehicle shall, upon entering said parking
space, immediately deposit the required coin or coins in the parking
meter alongside of or next to said parking space and shall operate
any handle or other mechanical device necessary to start operation
of the meters, and said parking spaces may then be used by such vehicle
during the parking limit provided for the part of the highway or parking
lot in which such said parking space is located. If any vehicle shall
remain parked in any such parking space beyond the parking limit fixed
for such parking space, such vehicle shall be considered as parked
overtime or beyond the time fixed, and the parking of a vehicle overtime
or beyond the period of time fixed in any such part of a highway or
parking lot where any such meter is located shall be deemed a violation
of this article and shall be punishable as hereinafter set forth.
It shall be unlawful and an offense for any
person to permit a vehicle to remain parked in any parking space alongside
of or next to which any parking meter is placed while said meter is
displaying a signal showing that such vehicle shall have been already
parked beyond the period of time fixed for such parking space.
It shall be the duty of the Town Board to designate
some employee or employees of the Town of Southeast to make regular
collections of the money deposited in said meters. In this connection,
it shall be the duty of such person or persons so designated to pick
up the coins so deposited in the meters and promptly to deliver such
to the Clerk of the Town of Southeast. It shall be the duty of said
Clerk to count the funds so received and deposit same to the credit
of the Town of Southeast in such account or accounts of the Town of
Southeast as may be designated from time to time by the Town Board.
The duties prescribed to the officer and/or officers and employees
of the Town of Southeast under the provision of this section shall
be in addition to their regular duties which they are now performing.
