A.
No person shall erect, construct, place or maintain, or cause to be erected, constructed, placed or maintained, any building or any appurtenance or fixture connected thereto; or any window, sign, showcase, showbill, step, porch, platform, cellar door or fence; or any wares, goods or merchandise; or any other structure, obstruction or encroachment, which shall encroach upon, extend over or obstruct any street, highway, sidewalk or other public place, without first obtaining a permit therefor from the Director of Public Works in accordance with § 216-4.
B.
Exception. Nothing in this section shall prohibit merchants from placing wares, goods or merchandise upon the sidewalk for the purpose of loading and unloading the same, provided that the free passage over such sidewalk is not obstructed and provided that the same is removed without unreasonable delay.
