The raising and breeding of homing, racing and carrier pigeons shall be permitted in the Township of Wayne.
The raising and breeding of homing, racing and carrier pigeons shall be subject to the following conditions:
A. 
The pigeons shall be housed in a suitable loft or coop maintained at all times in a clean and sanitary condition.
B. 
Pigeons shall be permitted to free loft only within the confines of the owner's property and shall be kept under the control of the owner at all times. Not more than 50 pigeons shall be released at any one time.

C. 
Lofts or coops shall be situated in compliance with the provisions of Chapter 134, Land Development, respecting accessory structures. Plans for such loft or coop shall be submitted to the Township Construction Official and Zoning Officer for approval. Preexisting lawful lofts or coops shall be exempt from the requirements of this section; provided, however, that such lofts or coops may not be enlarged or substantially changed.[1]

D. 
Pigeons' flights outside the lofts or coops shall be limited to one hour, twice a day. Weekends and holiday flights will be allowed one hour in the morning. No such flights after 12:00 noon on weekends or holidays will be permitted. Pigeons returning home from competitive racing will be allowed to enter their lofts during restricted hours.
E. 
The person shall not keep any pigeons within the Township without approval of the Township.
