No apparatus of the Fire Department shall be taken beyond the fire limits
of the Village to assist at a fire or for any other purpose whatsoever, except
by order of the Fire Chief of the Village or his assistant in charge during
his absence and subject to the restrictions and conditions hereinafter set
forth.
The Fire Chief or his assistant in charge during his absence is authorized,
in his discretion, to aid in the extinguishing of fires in another Village,
city, town or fire district or territory outside of a city, Village or fire
district, within a reasonable distance from the Village or on property immediately
adjacent to the Village in which there is a possibility of the fire spreading
within the Village limits, under the following conditions:
A. A request from the city, incorporated village, town and/or
fire district must come only from the Mayor, Fire Chief, Acting Fire Chief
or such other person as may be designated by mutual agreement.
B. Calls may be responded to only by such apparatus which,
in the judgment of the Fire Chief, can be safely sent without unduly impairing
the fire protection within the Village and when highways and weather conditions
are favorable.
C. The city, incorporated village, town and/or fire district
requesting assistance must compensate for any loss or damage to such apparatus
while answering such call and be responsible to the members of the Fire Department
for any injuries suffered or incurred by them while responding to such call,
while working at such fire or returning therefrom.

The Board of Trustees of the Village of Endicott, Broome County, New
York, for and on behalf of the Endicott Fire District, hereby approves and
consents to the formation of the Endicott Volunteer Firemen's Benevolent
Association and relinquishes and waives to such Association all interest in
the tax imposed by §§ 9104 and 9105 of the Insurance Law.
