No person shall keep or store within the fire
limits any gasoline, benzine, naphtha, ether, benzol or other flammable
volatile of like character in greater quantity than five gallons,
unless the property upon which such flammable volatile liquid is kept
or stored is zoned a Commercial Industrial (CI) or an Industrial District
(I).
No person shall keep, store or use any dynamite,
nitroglycerin or other explosive in any building or on any premises
or transport any such explosive through any public street, avenue
or public place without the written permit of the Board of Trustees,
which permit must specify the precautions to be observed in the storage,
use or transportation thereof. Nothing herein contained shall preclude
the transportation of such explosives by common carriers in railroad
cars, subject to the rules and regulations governing such carriers.
No person shall keep, carry or handle any flammable
volatile liquid in any open vessel in any garage or permit any such
volatile flammable liquid to be so kept, carried or handled; neither
shall any person draw or permit any volatile flammable liquid to be
drawn in any garage, except into approved safety cans of a capacity
not exceeding five gallons, and then only for the purpose of immediately
filling the tank of a motor vehicle or motorcycle.
In lieu of the safety cans provided for in §
138-27, approved portable filling tanks not to exceed 60 gallons in capacity may be used for transporting flammable volatile liquids to and from a storage tank or for filling the tank of any motor vehicle or motorcycle. Such portable tanks shall be supported on rubber-tired wheels, and such flammable volatile liquid must be drawn by means of a tight-fitting pump or pumps. Hose attachments must not exceed 10 feet in length and must be equipped at the end with shutoff valves.
No person shall permit any flammable volatile
liquid to run upon the floor or to fall or pass into the drainage
system or sewer of any garage.
No person shall draw or handle any flammable
volatile liquid in the presence of any open flame or fire, or permit
any such liquid to be so drawn or handled, but such liquid may be
drawn or handled when lighting is by incandescent electric lamps with
vapor-proof globes and keyless sockets and the installation is otherwise
fully in compliance with all the rules and regulations of the National
Electrical Code, and said rules and regulations are hereby made a
part of this article as affecting all electrical equipment.
No person shall smoke or be permitted to smoke
any pipe, cigar or cigarette or strike or light any match in any building
or place where any volatile flammable liquid is stored, kept or handled.
Signs prohibiting smoking shall be posted in every such building or
place.
