No person shall engage in the trade, business or occupation of plumbing or laying sewer pipe in the Village without first having obtained a license therefor from the Board of Trustees as provided in this article.
The Board of Trustees shall charge and collect from each applicant the sum of $50 for each plumber's and/or sewer pipe layer's license granted by said Board of Trustees, and all moneys thus collected shall be paid over by said Board of Trustees to the Village Treasurer.
Every person desiring to obtain a license to engage in the trade, business or occupation of plumbing in the Village shall file in the office of the Village Clerk a written application, subscribed by the applicant and setting forth the following information:
A. 
The applicant's full true name, place of residence and place of business.
B. 
The trade, business or occupation for which the applicant desires such license and the true full name under which he intends to conduct said trade, business or occupation.
C. 
A statement of facts showing the applicant's qualifications and past experience in the plumbing trade or business.
D. 
A statement showing the names and addresses of the applicant's former business associates or employers for the past five years, the length of time he was associated with or employed by such associates or employers and the nature of the association or employment.
Upon approval of the application for a plumber's license, the Board of Trustees will instruct the Plumbing Examining Board to conduct an examination to determine the applicant's qualifications, and, upon passage of said examination, a plumber's license will be issued.
If the examination described in § 187-9 cannot be held within 60 days from the date the application therefor is received by the Board of Trustees, a temporary license shall be issued to the applicant, which license shall expire upon the date said examination shall be scheduled or upon the 31st day of December of the year in which the same shall be issued, whichever is sooner.
The Board of Trustees shall charge and collect from each person the sum of $10, for each examination made by the Examining Board of Plumbers, and all money shall be paid over by the Board of Trustees to the Treasurer of the Village.
A. 
Every person desiring to obtain a license to engage in the trade, business or occupation of laying sewer pipe in the Village shall file in the office of the Village Clerk a written application subscribed by the applicant, setting forth the following information:
(1) 
The applicant's full true name, place of residence and place of business.
(2) 
The trade, business or occupation for which the applicant desires such license and the true full name under which he intends to conduct such trade, business or occupation.
(3) 
A statement of facts showing to the satisfaction of the Board of Trustees that the applicant is a practical and experienced sewer pipe layer.
B. 
Upon fulfilling the requirements of this section, the applicant shall be entitled to receive a license permitting him to engage in the trade, business or occupation of sewer pipe layer within the Village for the period of time specified in such license.
All licenses for plumbers and sewer pipe layers shall be signed by the Village Clerk and shall be granted for a period which shall begin on the date of the granting of the same and shall expire on the 31st day of December of the year in which the same shall be issued.
No person holding a license from the Board of Trustees authorizing him to engage in the trade, business or occupation of plumbing or laying sewer pipe in the Village shall, directly or indirectly, loan or assign such license or any of his rights and privileges thereunder.
Nothing contained in this chapter shall be construed to give any person holding a license as plumber or sewer pipe layer the right or authority to dig or make any excavation in any street or public place in the Village without first obtaining the permission of the Superintendent of Public Works and giving the security required to be given for such purpose by the legislation of the Village.
No license shall be issued to any plumber or sewer pipe layer during the time in which he shall fail to comply with any of the provisions of the regulations adopted by the Board of Trustees relating to plumbing, drainage, ventilation or sewer pipe laying or to remedy any defective work performed by him or under his direction in the Village after receiving written notice from the Board of Trustees that he has been held responsible therefor under said regulations.
The license of any plumber or sewer pipe layer may be revoked by the Board of Trustees for any violation of this chapter or for a violation of any rule or regulation or amendment thereof governing plumbing, after 10 days' notice in writing shall have been served upon the holder of such license personally or by mail, setting forth the nature of the alleged violation and requiring him to show cause at a time and place specified in said notice why said license should not be revoked on account of such alleged violation and after he shall have had reasonable opportunity to be heard in relation thereto.
The revocation of the license of any plumber or sewer pipe layer shall operate as a suspension of the license held by any copartner in the same business or of any person in his employ, and no permit shall be granted to any person interested in the business of plumbing or sewer pipe laying or to any person occupying the same premises with any plumber or sewer pipe layer until the license of such plumber or sewer pipe layer shall have been restored or renewed.
A. 
Required. Before beginning any plumbing work, a licensed plumber shall apply for and review a permit for each installation subject to the rules and regulations of the New York State Uniform Fire Prevention and Building Code.
B. 
Display. Such permit for plumbing work shall be displayed on the premises where the work is done until removed by the Plumbing Inspector.
C. 
Permit fees.
(1) 
Residential plumbing permit. The fee for a residential plumbing permit shall be $15, plus $5 per fixture unit. Residential plumbing permits allow for three inspections; a fee of $10 per inspection after three shall be charged.
(2) 
Commercial/Industrial plumbing permit. The fee for a commercial/industrial plumbing permit shall be $50, plus $5 per fixture unit. Commercial/Industrial plumbing permits allow for three inspections; a fee of $10 per inspection after three shall be charged.
Any person violating any of the provisions of this chapter shall be guilty of a violation and, upon conviction thereof, shall be punishable by a fine not exceeding $250 for each offense or imprisonment not exceeding 15 days, or both such fine and imprisonment.
