No person shall saw, cut or split any wood or lumber or deposit or permit to be deposited any coal, wood, lumber, furniture, groceries, boxes, barrels, merchandise or any other substance whatsoever on any public street, avenue, sidewalk or crosswalk, except when necessary and for immediate removal, nor shall any person leave or permit to be left any coal, wood, lumber, furniture, groceries, merchandise, boxes, barrels or any other substance whatsoever on any public street, avenue, sidewalk or crosswalk, for more than one hour.
A. 
Permission required. No person shall deposit or place any dirt, lumber, wood, iron, sand, lime, brick, stone, concrete blocks or other building materials on any public street, avenue or sidewalk without first having obtained permission from the Board of Trustees to do so, which permission shall be evidenced by a resolution duly adopted at a meeting of said Board and entered in its minutes. Whenever the Board of Trustees may consider it advisable to grant to any person permission to deposit any building materials on any part of any public street or sidewalk, such permission may be given by the Board for such time and upon such conditions as in its judgment shall be deemed advisable.
B. 
Portion of street permitted to be occupied; obstruction to fire hydrant. If permission is granted pursuant to Subsection A, building materials shall not occupy more than 1/3 of the width of the street nearest the building under construction, and under no circumstances shall such materials be so placed as to prevent or hinder free access to any fire hydrant.
C. 
Lights to be used at night. No person shall permit any sand, gravel, cement, stone, brick, lumber, iron, wood or other materials to be and remain in or upon any public street, avenue or sidewalk at night, unless he shall keep or cause to be kept a lamp or lamps with red globes, continually lighted during each night upon or near such material so as to distinctly cast light upon the same and to warn travelers of its presence on such street or sidewalk.
No person shall erect or cause to be erected any building, piazza, steps, fence or other structure or part thereof, so as to encroach upon any public street, avenue or sidewalk.
No person shall, without first having obtained the permission of the Board of Trustees therefor, evidenced by a resolution adopted at a meeting thereof and entered in its minutes, erect any booth or stand for the purpose of selling or exposing for sale or advertising any goods, wares or merchandise or erect any platform or grandstand or hang or cause to be hung any banner or advertising device of any kind upon, across or over any public street, avenue, sidewalk or in any public street.
No person shall construct or use or permit to be constructed or used any cellarway leading from any public street, avenue or sidewalk, unless the same shall have trapdoors constructed so as to be on a level with the sidewalk or with the platform, if any, in front of the building where such cellarway is located so that it will be entirely safe for persons to pass over the same; nor shall any person keep open or permit to be kept open any trapdoor or grate of any sidewalk, except while the same is necessarily and actually in use for the receipt or delivery of goods or fuel or other property and while the same is properly guarded to prevent person walking or falling into the same.
No person shall make or hang any gate so that the same will open and swing over any public sidewalk or street.
No person shall hang, place, erect or maintain any awnings over any public street, avenue or sidewalk, or any part thereof, or in any public place, unless the same shall be hung or placed so as to be at least seven feet in the clear above the surface of such street, avenue, sidewalk or other public place, when open and in use.
No person shall erect any telegraph, telephone, electric light or other pole or string any wire in, over or upon any public street or avenue or in any public place in the Village without first having obtained the permission of the Board of Trustees.
No person shall erect, use or maintain any barbed wire or similar fences on property abutting on public streets or grounds and along the boundaries of such streets or grounds.
No person shall lead, drive, ride or leave any horse or other animal upon or along any public sidewalk or footpath or so near to such public sidewalk or footpath as to interfere with or obstruct travel thereon; nor shall any person ride any bicycle or motorcycle or other vehicle on any such sidewalk; provided, however, that this section shall not apply to any person necessarily driving an animal across such public sidewalk or footpath to or from any adjoining premises or to any person drawing or pushing a small carriage, cart or sleigh commonly used for the carrying of children or to any person riding in, operating or pushing a wheelchair commonly used by persons who are sick, crippled or infirm.
No person shall throw or deposit or cause to be thrown or deposited, on any public street, avenue or sidewalk or in any public place, any obnoxious, impure or noisome liquid or substance whatsoever or any ashes, dirt, sweepings, papers or other rubbish or any broken glass or broken crockery or tacks, nails, wire or other material likely to cut, injure or puncture tires on motor vehicles, motorcycles or other vehicles.
No person, while transporting through any public street or avenue any manure, gravel, dirt, stones, garbage, ashes, refuse or other substances, shall permit the same or any portion thereof to escape from the load or bulk transported and to fall and remain upon the surface of any public street or avenue.
No person shall conduct or permit to be conducted from any building owned or controlled by him through any pipe, gutter, trough, spout or otherwise any water upon or over any public sidewalk; nor shall any person owning or controlling any building construct or permit to be constructed any roof or eaves or part thereof so that the same will project over any public sidewalk or public street, unless there shall be attached to such building an eave trough or gutter or other device so placed as to prevent the water from falling therefrom upon such sidewalk or street.
No person shall throw, deposit or leave upon any street or public place any dirt, brick or other material whatever so as to obstruct a free flow of water along any gutter or surface waterway.

A. 
It shall be unlawful for any person to fail to remove all snow, ice, dirt or any other obstructions from the sidewalk in front of or adjoining premises owned by him within 12 hours from the time when such snow, ice, dirt or other obstructions shall be deposited thereon.
B. 
Upon the failure of any owner, lessee, occupant or other person having charge of any building or lot of ground within the Village to remove snow, ice, dirt or other obstructions from a sidewalk within 12 hours from the time such person has been served with a notice to remove snow, ice, dirt or other obstruction, the Village may cause such snow, ice, dirt or other such obstruction to be removed, and the total cost thereof shall be assessed upon the real property in back of or adjoining the sidewalk on which such snow, ice, dirt or other obstruction is found and shall constitute a lien and charge on the real property on which it is levied until it is paid or otherwise satisfied or discharged and shall be collected by the Village Treasurer in the manner provided by law for the collection of delinquent taxes. A notice issued herein shall be served either personally upon the responsible person or by posting the violation notice in a conspicuous place upon the premises affected. If a notice of violation is served by posting it upon the premises, a copy thereof shall be mailed to the person to whom it is directed at his or her last known address.
C. 
Fines. The owner of any property violating the provisions of Subsection B shall be levied a fine of $25 by the Code Enforcement Officer. Habitual offenders of the provisions of Subsection B, defined as violating the provisions more than two times during a calendar year, shall be levied an escalating fine of $25 plus $50 for each occurrence over two, in that calendar year.
No person shall coast with any handsled, bob, cart or other vehicle on runners or wheels on any public sidewalk or footpath; nor shall any person coast with any handsled, bob, cart or other vehicle on runners or wheels on any public street or avenue, except upon such public street or avenue or part thereof as may be designated for such purpose by the Board of Trustees.
No person shall fly a kite or play football, baseball or any other game on any public street, avenue or sidewalk, except on such streets or avenues or parts thereof as may be designated by the Board of Trustees as playground streets.
Any person violating any of the provisions of this article shall be guilty of a violation and, upon conviction thereof, shall be punishable by a fine not exceeding $250 for each offense or imprisonment not exceeding 15 days, or both such fine and imprisonment.
