It shall be unlawful for any person to operate or permit to be operated a taxicab upon the streets of the Village without first having made application to the Chief of Police for a taxicab license and without having had such license issued by the Village Clerk.
The taxicab license fee per annum shall be $10.
Application for a taxicab license shall be made by the owner upon blank forms furnished by the Chief of Police. Such application shall contain the following information:
A. 
The name, age and residence of the person applying for the license and what, if any, previous experience he has had in such business.
B. 
The name, age and residence of the person to be in immediate charge of any such taxicab or taxicabs.
C. 
The type of motorcar to be used, the horsepower, the factory number, the state license number, the number of years the vehicle has been driven and the seating capacity according to its trade rating.
D. 
Whether the applicant was previously licensed to operate a taxicab and, if so, where.
E. 
Whether a license to operate a taxicab has ever been revoked and, if so, for what cause.
F. 
Such other information as the Chief of Police may deem necessary.
A. 
Prerequisite to licensing; reinspections. No vehicle shall be licensed as a taxicab until it has been thoroughly and carefully inspected and examined and found to be in a safe condition for the transportation of passengers, clean, fit, of good appearance and well painted and varnished. The Chief of Police or someone designated by him shall make such examination and inspection before a license is issued and shall maintain constant vigilance to see that such vehicle is kept in a condition of continued fitness for public use. The Chief of Police shall refuse a license to or, if already issued, revoke or suspend the license of any vehicle found by him or someone designated by him to be unfit or unsuited for public patronage.
B. 
Taximeter inspection. The Chief of Police shall examine or cause the Sealer of Weights and Measures to examine any taximeter attached to any taxicab and see that the same is accurate before issuing a license for the taxicab.
A. 
Form; contents. If, upon the inspection provided for in § 225-17, a taxicab is found to be of lawful construction and in proper condition, in accordance with the provisions of this chapter and upon the approval of the application and bond and the payment of the license fee, the same shall be licensed by delivering to the owner a card of such size and form as may be prescribed by the Chief of Police. The card shall contain the official number of the taxicab, together with the date of inspection of the same and a statement to the effect that, in case of any complaints, the Chief of Police shall be notified, giving the license number of the taxicab. Such card shall be signed by the Village Clerk and shall contain blank spaces upon which an entry shall be made of the date of every inspection of the vehicle by the Chief of Police or his representative. The license card shall be of a distinctly different color each year, and the license number assigned hereunder shall, in each case, be the same as that assigned to the vehicle for that year, pursuant to law.
B. 
Issuance of plate. The Chief of Police shall also affix to a conspicuous and indispensable part of each taxicab a small plate, not exceeding six inches or less than four inches in diameter, which shall bear the license number of the vehicle. The design of such plate shall be changed annually.
The Village Clerk shall keep a register of the name of each person owning or operating a taxicab licensed under this chapter, together with the license number and the description and make of such vehicle, with the date and complete record of inspections made of it. Such record shall be open to the inspection of the public at all reasonable times.
Any licensee who defaces, obliterates or changes any official entry made upon his taxicab license or plate shall have his license revoked.
Should the state license number of a taxicab be changed during the life of the taxicab license, such change and number shall be immediately reported by the licensee to the Chief of Police.
If a taxicab shall be disabled, disqualified for service or sold, the Chief of Police may, at his discretion, permit the use of a license granted for such taxicab to be transferred and used for another, provided that such taxicab and the purchaser thereof comply with the provisions of this chapter.
Taxicab licenses shall be issued as of January 1 and shall expire on December 31 next succeeding, unless sooner suspended or revoked.
Taxicab licenses may be revoked or suspended at any time for cause after a hearing by the Board of Trustees if the vehicle shall be used for immoral or illegal business or purpose or for a violation of any ordinance or state law governing the operation of motor vehicles. When the license is suspended or revoked, the taxicab plates hereinbefore provided for shall be retained by the Chief of Police and shall be returned only after the expiration of the suspension or revocation period.
