The Board of Trustees of the Village of Endicott finds the following:
A. 
That a three-inch accumulation of snow requires the Village of Endicott to institute operations for the purpose of plowing and removal of said snowfall.
B. 
That all plowing of snow on the streets and highways of the Village cannot be safely and completely carried out unless the streets and highways of the Village are unobstructed by parked motor vehicles.
C. 
That parking must be prohibited on all streets and highways where all-night parking is allowed to permit orderly plowing in a snow emergency; that snow removal can be completed if parking is prohibited on those streets where all-night parking is otherwise permitted between the hours of 9:00 a.m. and 12:00 p.m. following any three-inch accumulation of snow.
D. 
That the removal of snow accumulations of three inches or more is required for the purpose of safety insofar as it is required to permit the safe passage of ambulances, fire apparatus, police vehicles and other emergency equipment.
E. 
That the prohibition of parking on all streets and highways, except as hereafter noted, after a three-inch snowfall and accumulation will promote and ensure the public safety of the residents of the Village and the public at large.

Any three-inch snowfall shall, for the purposes of this chapter, constitute a snow emergency. No owner or operator of a motor vehicle shall park the same unattended on any Village street or highway within the Village of Endicott following any snowfall of three inches or more between 1:00 a.m. and 6:00 a.m. until said street or highway shall have been plowed by or at the direction of the Street Department of the Village of Endicott, except in the following locations where parking will be prohibited during a snow emergency from the hours of 9:00 a.m. to 12:00 p.m. until such streets are plowed:

Any motor vehicle parked in violation of this chapter may be towed away by or at the direction of the Superintendent of Public Works of the Village of Endicott and impounded until reasonable towing and storage costs are paid by the owner or the operator of such motor vehicle.
If the towing away of a motor vehicle cannot be accomplished, the owner of said motor vehicle in violation of this chapter, upon conviction, shall be subject to a mandatory fine of $25.
The Traffic Division of the Police Department of the Village of Endicott shall maintain appropriate signs at all main entrances to the Village of Endicott stating the following:
NO PARKING ON VILLAGE STREETS AND HIGHWAYS WITHIN THE VILLAGE OF ENDICOTT AFTER A 3-INCH SNOWFALL UNTIL SAID STREETS AND HIGHWAYS HAVE BEEN PLOWED, EXCEPT WHERE OTHERWISE DESIGNATED.
