The Village Clerk shall notify each owner or operator of any multiple dwelling, not more than once annually, to submit to the Village a written report of inspections certified by persons, corporations or firms qualified to make such inspections as to the freedom from electrical defects, safety and good operating condition of boilers, oil burners, compactors and devices connected therewith and fire and safety equipment contained in or used in connection with said multiple dwelling and its appurtenances, which reports shall specifically state compliance or lack of compliance and in what respects there is any failure to comply with the provisions of this Housing Code, the Building Code[1] and other ordinances, laws and regulations applicable thereto.

B. 
Any failure to submit and file said reports requested within 14 days after request therefor shall have been made shall render the owner or operator of said multiple dwelling failing to comply therewith liable to all the penalties elsewhere provided in this chapter for other violations thereof and failures to comply therewith. The provisions herein set forth shall apply in all respects to reports of inspectors as to elevators and all apparatus used in connection therewith, except that such notice and report shall be rendered and given at least once every six months.
